[Adopted as Ch. 19, Art. II, of the 1963 City Code (Ch. 49 of the 1980 Code)]
There shall be a Licensing Board appointed by the Mayor consisting of three persons. The terms of office of the members first appointed shall commence at the date of their appointment and shall be so arranged as to expire at the end of two, four or six years from the first Monday in June in the year of their appointment, the date of expiration to be specified in their respective commissions; and thereafter a member shall be appointed for a term of six years from the first Monday in June of the year in which the previous term expires. The Mayor shall designate a member as Chairman who shall also act as Secretary.

The members of the License Commission for the City of Haverhill are hereby designated as "special municipal employees" pursuant to MGL c. 268A.
The members of the Board created by § 11-46 shall receive such compensation for their services as the City Council may determine, and the amount of such compensation shall be fixed and granted by order and not by ordinance.
The Board of License Commissioners shall keep accurate and complete records and accounts of all its official acts and transactions, including hearings held, licenses applied for, granted, refused, suspended, revoked or transferred, of all fees charged for licenses granted, of all such fees or portions of such fees refunded and of all its receipts and expenditures from all sources and for all purposes. Such records and accounts shall be at all times open to inspection by the City Council, the Mayor and the Auditor of Accounts.[1]
