No owner, keeper or other person having the
care, possession or custody of any dog or dogs shall allow or permit
any such dog or dogs, whether leashed or unleashed, to enter or go
upon any school grounds or property within the City of Haverhill.
Notwithstanding the provisions of § 137-16, whoever violates this article shall be subject to a fine of $100 for the first offense, $200 for the second offense and $300 for each subsequent offense.
