A. 
Before any Use Group R-3, R-4 or R-5 structure in Franklin Township is sold, leased, or otherwise made subject to a change of occupancy for residential purposes, the owner shall obtain a certificate of smoke detector and carbon monoxide alarm compliance (CSDCMAC) compliance evidencing compliance with N.J.A.C. 5:70-4.19, from the Franklin Township Department of Fire Prevention. Exception: A CSDCMAC shall not be required for newly constructed Use Group R-3, R-4 or R-5 buildings at the time of initial occupancy.
B. 
In all R-3, R-4 or R-5 structures in Franklin Township protected with an automatic residential fire suppression system, said system shall be operational at the time of inspection for a CSDCMAC. The fee for approval of automatic residential fire suppression systems at the time of inspection for a CSDCMAC shall be as set forth in § 132-18. Exception: A CSDCMAC shall not be required for newly constructed Use Group R-3, R-4 or R-5 buildings at the time of initial occupancy.
The owner or the authorized agent of the owner shall apply for a CSDCMAC on the application form provided by the Fire Prevention Department. The application shall be accompanied by the appropriate fee as set forth in § 132-18.
A CSDCMAC shall not be transferable. If the change of occupancy specified on the application for a CSDCMAC does not occur within six months, a new application shall be required.
A. 
In all Use Group R-3, R-4 or R-5 dwellings subject to the requirements of N.J.A.C. 5:70-2.3 smoke detectors shall be installed on each level of the premises and outside of each separate sleeping area. The required smoke detectors shall be located and maintained in working order in accordance with Standard 74 of the National Fire Protection Association (NFPA 74-1984).
B. 
In all Use Group R-3, R-4 or R-5 dwellings subject to the requirements of N.J.A.C. 5:70-2.3, carbon monoxide alarms shall be installed in the immediate vicinity of all sleeping rooms.
(1) 
Exception: Carbon monoxide alarms shall not be required for dwellings that do not contain fuel-burning appliances or have attached garages.
(2) 
The carbon monoxide alarms required above shall be located and maintained in working order in accordance with standard 720 of the National Fire Protection Association (NFPA 720-1998).
A. 
Smoke detectors as required by this article may be battery-powered and shall be listed in accordance with ANSI/UL 217.
(1) 
A/C-powered smoke detectors shall be accepted as meeting the requirements of this section.
(2) 
Exception: Use Group R-3, R-4 and R-5 structures which the New Jersey Uniform Construction Code requires to have A/C-powered interconnected, and/or standby battery-powered smoke detectors at the time of construction, shall be required to maintain said detectors in order to obtain a CSDCMAC. In the event said detector locations do not comply with NFPA 74, additional battery-powered detectors shall be provided to comply with said standard.
B. 
The carbon monoxide alarms required by this section are permitted to be battery-powered, hard-wired, or plug-in type. The carbon monoxide alarm is required to be manufactured, listed and labeled in accordance with UL 2034, (Underwriters Laboratories, Inc.).

A. 
CSDCMAC fees:
(1) 
Application fee: $50 per dwelling unit for initial inspection plus one reinspection if needed.
(2) 
For each additional reinspection: $50.
(3) 
For rush inspections scheduled with less than seven days' notice: $150.
(4) 
To reschedule no-show inspections or reinspections: $50.
B. 
No-show shall be held to mean:
(1) 
Owners/agents who fail to meet an inspector within five minutes of the appointed time.
(2) 
Owners/agent who do not have a key to enter premises for scheduled inspection or reinspection.
(3) 
Electrical power to a premises is disconnected and smoke detectors to be tested are powered by electrical current from the structural wiring system.
C. 
Residential fire suppression systems.
(1) 
For initial inspection of automatic residential fire suppression systems at time of CSDCMAC inspection: $25.
(2) 
For each reinspection of automatic residential fire suppression systems: $25.
D. 
Penalty: The penalty for failure to obtain a CSDCMAC prior to the sale, lease or other change in occupancy for any R-3, R-4 or R-5 structure shall be $500.
