There shall be a Department of Public Works,
the Director of which shall be the Township Engineer. Prior to his
appointment the Director shall have a degree in engineering from a
recognized university, college or school of engineering and at least
four years of responsible experience in public works administration.
The Division of Engineering, under the direction
and supervision of the Township Engineer, shall:
A. Prepare or cause to be prepared plans and specifications
for public works and improvements undertaken by the Township, either
on force account or by public contract.
B. Supervise the performance of contracts for public
works and certify the amounts due and payable thereunder.
C. Provide and maintain surveys, maps, plans, specifications
and operating records with respect to public works and facilities
owned or operated by the Township.
D. Supervise and direct the installation and administration
of Departmental records, payroll and inventory controls and cost analyses.
E. Establish standards and procedures for the control,
use and care of all Township-owned equipment, materials and supplies
in the custody of the Department.
F. Study and report upon the technical requirements of
streetlighting and traffic control.
G. Supervise and enforce the Township's interest in public
contracts for fire hydrant service, streetlighting and sewer maintenance.
H. Provide technical and engineering advice and assistance
to other Township departments as needed.
I. Issue certificates as to approval of land subdivisions
by the Planning Board of the Council, pursuant to the State Municipal
Planning Act (1953) (New Jersey Laws of 1953, Chapter 433 as amended:
N.J.S.A. 40:55-1.24), and charge and collect the fees as provided
by law, which fees are to be submitted to the Township Treasurer and
then returned to the Engineer upon presentation of a voucher duly
sworn according to law for 50% of the amount collected and submitted.
J. Issue certificates for local government or assessment
searches pursuant to the state statutes and charge and collect the
fees as provided by law, which fees are to be submitted to the Township
Treasurer and then returned to the Engineer upon presentation of a
voucher duly sworn according to law for 50% of the amount collected
and submitted.

The Director of the Department of Public Works and the Township Engineer, who shall be one and the same, shall perform the following duties in consideration of the salary set forth in Article
I of the Salary Ordinance and shall receive compensation on a fee basis as set forth
herein:
A. Maintain an up-to-date roster of all employees within
the Department of Public Works, including attendance records, work-hour
records and any other records pertinent to the orderly operation of
the Department; purchase supplies and equipment and process vouchers;
attend all regular, adjourned or special meetings of the Mayor and
Council and furnish services and advice as they may be required to
the Mayor and Township Council on engineering matters; make recommendations
to the' Mayor and Township Council for the purpose of safeguarding
and protecting the interests of the Township and, while attending
meetings, act in an advisory and consulting capacity for problems
affecting the Township incidental to his office; amend and correct
and keep up-to-date the Tax Assessment Maps of the Township; prepare
and submit plans and specifications in connection with the extension
of streets, curbing, water mains and storm sewers. In the event that
any of the services mentioned above shall be in connection with any
capital improvement program for which federal aid, state aid, county
aid, bonds or other indentures are issued or capital improvement ordinances
are duly adopted, then, in that event, the Township Engineer, upon
a resolution of the Township Council being duly adopted, shall be
paid a fee determined by the Township Council of the total cost of
the capital improvement, which capital improvement is financed and
authorized by ordinance, duly adopted by the Township Council.
B. In the event that any service or services are required
and not mentioned nor in connection with any of the items mentioned
in this section, the Township Council, then and in that event and
upon a resolution duly adopted, shall pay a hourly rate or fixed fee
as determined by the Township Council to the Township Engineer for
services not covered or mentioned in this section upon presentation
of a voucher properly sworn according to law.
Within the Department of Public Works there
shall be a Division of Buildings and Property, the head of which shall
be the Superintendent. The Division, under the direction and supervision
of the Director, shall:
A. Operate and maintain public buildings owned by the
Township.
B. Trim, plant and care for trees, public parks and greens.
C. Administer Township-owned properties.
D. Maintain and repair playfields and playgrounds and
recreational areas and facilities, as requested by the Recreation
Director to the Director of the Department of Public Works, within
a reasonable time.
E. Read, record and submit readings of all water meters
within the Township to the Administrator. Readings shall be taken
in accordance with a schedule indicated.
Within the Department of Public Works there
shall be a Division of Street Services, the head of which shall be
the Superintendent. The Division, under the direction and supervision
of the Director, shall:
A. Maintain and repair all Township streets, bridges,
culverts and drains.
B. Undertake and administer Township road construction
projects and road surfacing and resurfacing projects which are to
be performed by the Department on force account.
C. Maintain all Township streets in a clean and safe
condition for travel, free of obstructions and hazards, and remove
snow and ice therefrom as required.
D. Install, repair and maintain street traffic signs,
lines and markers.
E. Receive applications for and issue street opening
permits and administer the Township's ordinances relating to street
openings.
Within the Department of Public Works there
shall be a Division of Sewers, the head of which shall be the Assistant
Superintendent of Public Works. Under the direction and supervision
of the Director, the Division shall:
A. Operate and maintain the Township's intercepting sewers,
sewage pumping stations and all other sanitary and storm sewer installations
and appurtenances.
B. Provide such sanitation and general Township services
relating thereto as may be required.

Within the Department of Public Works there
shall be a Division of Water, the head of which shall be the Superintendent
of Water, who must have an appropriate license issued by the State
of New Jersey. Under the direction and supervision of the Director,
the Division shall:
A. Operate and maintain the Township's intersecting water
lines and all other water facilities, installations and appurtenances.
B. Provide adequate water services to the Township as
may be required from time to time.
C. Be responsible for the operation, maintenance and
repair of all tools and equipment and be responsible for all personnel
assigned to the Water Department, including the filing of any and
all reports which may be required from time to time.
D. Service and repair and extend all existing water lines
and any new water lines or extensions of water lines which may be
installed in the Township.
E. Maintain water meters and install new water meters
where necessary and generally supervise the operation of all water
meters.
F. Conduct adequate and appropriate testing at various
intervals from time to time to test the quality and purity of the
water, which testing shall be performed at an independent laboratory.
