There is hereby adopted by the Township of Saddle Brook, in the County of Bergen, for the purpose of establishing rules and regulations for the construction, alteration, addition, repair, removal, demolition, use, location, occupancy and maintenance of all buildings and structures and their service equipment, including permits, licenses and penalties, that certain Building Code titled the "Standard Building Code of New Jersey," being particularly Parts A, B, C, D and F of the said code adopted by the State Department of Conservation and Economic Development on the 23rd day of December 1953 and on the 16th day of November 1956; the manual accompanying and part of said code, "Rules for the Construction of One and Two-Family Dwellings," adopted June 18, 1958, which said rules, although published separately, constitute a part of said code and manual and are cited and known as Section MB 802-O-U; except such provisions as are hereinafter deleted, modified or amended.
A copy of said Standard Building Code of New Jersey, including all parts thereof mentioned in § 70-1 above, is annexed hereto and in its entirety made and construed to be a part hereof as fully as though it had been set forth at length herein.
Three copies of the said Standard Building Code of New Jersey, including all parts thereof mentioned in § 70-1 above, have been placed on file in the office of the Clerk of the Township of Saddle Brook upon the introduction of this article and will remain on file in such office for use and examination by the public.
Upon final adoption and approval hereof, three copies of said Standard Building Code of New Jersey, including all parts thereof mentioned in § 70-1 above, shall be placed on file and remain on file in the office of the Building Inspector of the Township of Saddle Brook for use and examination by the public so long as this article shall continue in effect, and three copies as aforementioned shall be placed on file and remain on file in the office of the Municipal Clerk of the Township of Saddle Brook for use and examination by the public so long as this article shall continue in effect.
Nothing in this article or in the code hereby adopted shall be construed to affect any suit or proceeding now pending in any court, or any rights acquired or liability incurred, nor any cause or causes of action accrued or existing, under any act or ordinance repealed hereby. Nor shall any right or remedy of any character be lost, impaired or affected by this article.
The said Standard Building Code of New Jersey is hereby amended, deleted and changed in the following manner:
A. 
SEC. B-101.0 BUILDING DEPARTMENT. The person in charge of the Building Department referred to in this section shall be known as the Building Inspector or Inspector of Buildings.
B. 
SEC. B-103.0, SEC. B-104.0 and SEC. B-105.1 are hereby deleted.

In connection with the provisions of this article and the code hereby established and adopted as a part hereof, the following indemnity bonds shall be posted in respect to each specific section hereinafter cited:

SEC. B119-5b WRECKING: $1,000.
C. 
SEC. B-119.5c MOVING: $1,000.

The Standard Building Code of the State of New Jersey, adopted as the Building Code of the Township of Saddle Brook by the governing body in the year 1964, is hereby amended with respect to Part B, SEC. B-710.7, entitled "WATER TANKS," by adding the following paragraphs to the section relating to water tanks:
A. 
SEC. B-710.7e All structures which exceed eight stories or 100 feet in height above grade shall have dual booster pumps for domestic water service and a fire booster pump for the standpipe fire system.
B. 
SEC. B-710.7f The domestic pumps shall be controlled so that in case of failure of one pump the second pump can provide the required pressure and flow.
C. 
SEC. B-710.7g The fire booster pump shall be connected to the emergency generating equipment so that the pump will operate in case of electrical failure.
D. 
SEC. B-710.7h There shall also be installed a tank or tanks for domestic water storage of sufficient capacity to provide sufficient water for a sixteen-hour period. Said storage tanks shall be refilled during the hours of 11:00 p.m. to 6:00 a.m. to eliminate any direct withdrawal from the water main during the normal working day.

There shall also be added to the Standard Building Code a new and separate section entitled "SECURITY GUARDS," which shall read as follows:
A. 
SECURITY GUARDS. The developer, subdivider or owner of all structures which exceed eight stories or 100 feet in height above grade shall be required to provide for an internal security guard and a parking lot security guard during the hours that the building is being used for business purposes.
Any person or persons, firm or corporation violating any of the provisions of this article or of the Standard Building Code of New Jersey made a part hereof shall, upon conviction thereof, pay such penalty or penalties as set forth in the code, SEC. A-107.3 and SEC. A-107.4.
All penalties collected under any provision of this article or of the code hereby established shall be paid to the Treasurer of the Township of Saddle Brook.
It is hereby stated that whenever there is a space provided in the Standard Building Code of New Jersey for the insertion of the name of the municipality, it shall be understood that the name of the Township of Saddle Brook, or as the case may require, is inserted therein as though printed in the original.
From and after the effective date of this article and Building Code hereby adopted, the same may be known and cited as the "Building Code of the Township of Saddle Brook."

A. 
Every person, firm or corporation engaged in the business of constructing, erecting, altering, repairing, restoring, reroofing, re-siding, moving or demolishing the whole or any part of buildings or structures, or engaged in the construction and installation of swimming pools, or engaged in the business of erecting or altering signs, for any of which a permit is required by the applicable ordinances of the Township of Saddle Brook, as well as any person, partnership or corporation engaged in the business of landscaping, as a primary occupation and shall not include casual employment by minors or family members, shall be required to register the name of such person or firm or corporation with the Building Department.

B. 
The owner or occupant of a building or structure applying for a permit required herein shall not be required to register, provided that he intends to do and supervise his own work.
Applications for the registration of contractors shall be submitted to the Building Inspector on forms supplied by him and shall include, in addition to any information he may deem necessary, a statement giving the name or corporate or firm name of the contractor and, in the case of a firm, corporation or partnership, the name and address of the principal officer or member of said firm, corporation or partnership. This application shall also contain the number of years such person, firm or corporation has been in business or in existence at the current location or any prior locations, including the address of any such prior location, if any. The applicant shall state in which class he desires to be registered, choosing one or more of the classes designated in § 70-19 of this article.

No person, firm or corporation shall be registered under this article or shall be reregistered after revocation or registration under § 70-21 unless and until there is paid to the Township of Saddle Brook a fee of $35 therefor.
A. 
All work shall be done in accordance with the Building Code of the Township of Saddle Brook[1] and must be done in a good and workmanlike manner.

B. 
After obtaining a building permit, the person or persons doing the work shall notify the Building Inspector within the twenty-four-hour period prior to commencing any work whatsoever on any building or structure.
For the purpose of this article, there shall be the following classes of registration:
A. 
General contractor: a contractor who is proficient in the construction of a building or structure from start to finish and the alteration, addition to or repair of any building or structure. This class of contractor shall be equipped to handle such work either by and through his own organization or by appropriate subcontractors and, in the latter event, must be completely responsible for his subcontractor's work.
B. 
Contractor: a contractor who is proficient in the construction of a building or structure from start to finish and the alteration, addition to or repair of any building or structure. This class of contractor shall be equipped to handle such work by and through his own work or his own organization of employees.
C. 
Roofing and siding contractor: a contractor who is engaged in the business of or who is proficient in the applying of roofing and siding materials to existing or new buildings or structures.
D. 
Demolition contractor: a contractor who is engaged in the business of or who is proficient in the demolishing of any building or structure in whole or in part.
E. 
Moving contractor: a contractor who is engaged in the business of or who is proficient in the moving of any building or structure.
F. 
Swimming pool contractor: a contractor who is engaged in the business of or who is proficient in the installation of swimming pools, their equipment and appurtenances.
G. 
Sign or billboard contractor: a contractor who is engaged in the business of or who is proficient in the erection, alteration or maintenance of signs or billboards.
H. 
Miscellaneous contractor: a contractor who is proficient in work of a special character as determined by the Building Inspector.
I. 
Landscaper: a contractor who is engaged in the business of landscaping.

A. 
If any person, firm or corporation registered under the provisions of this article shall fail in the execution of this article to properly perform any work for which a permit is required, including this article and other applicable ordinances and regulations of the Township of Saddle Brook relevant to the construction, erection, alteration, repair, restoration, re-siding, reroofing, moving or demolition of any building, structure, swimming pool, sign or billboard or part thereof, the Building Inspector shall cause a notice of violation to be served upon such person or the principal member or officer of any such firm or corporation in accordance with established procedures as set forth in the Building Code of New Jersey.
B. 
Upon conviction for such violation or upon failure to correct such violation within the period of time stated in the notice of violation, the registration of such person, firm or corporation shall be revoked by the Building Inspector, who shall strike the name of such person, firm or corporation from the registration list and shall not reenter or reinstate such registration during such time as the said violation exists or remains. Upon revocation, the Building Inspector shall forthwith cause the notice of revocation to be published in a newspaper as required by law.
C. 
Any person or persons or their agents, servants or employees who shall violate any of the provisions of this article, and any person, firm or corporation violating or assisting in the violation thereof, shall, upon conviction thereof in the Municipal Court of the Township of Saddle Brook, be subject to a fine of not less than $25 nor more than $200. Every day that such person or persons or their agents or employees shall fail to comply with the provisions of this article shall constitute a separate and additional offense against the provisions thereof.
Any person, firm or corporation whose registration has been revoked under the provisions of § 70-20 may reregister and have his or its name reentered on the registration list upon filing with the Building Department a certification by the Building Inspector to the effect that all violations with reference to which conviction was secured have been corrected or are nonexistent and upon payment of the fee prescribed in § 70-17.
