No person or persons shall have or keep or allow to be kept in any building or on any premises any cows, horses, goats, sheep, swine or other cattle without a permit from the Division, and no person or persons shall keep a greater number of cows, horses, goats, sheep, swine or other cattle than stated in the permit granted to such person or persons for that purpose. None of the aforementioned animals shall be kept in a place in which the water, ventilation and food are not sufficient and wholesome for the preservation of their health and safe condition.
Every stable or place where any cows, horses, goats, sheep, swine or other cattle may be kept shall be kept in a clean and wholesome condition, and none of such animals shall be kept therein while infected with any contagious or infectious disease. The Sanitary Inspector shall make an inspection every six months of any stable or place where any of such animals may be kept, to ascertain whether the requirements of this article have been complied with.
Any person or persons obtaining such permit as mentioned in § 157-45 hereof shall pay to the Division the sum of $5 per year for such permit, which shall include costs of inspection. This section shall not apply where but one cow is kept for home use.
The Division may revoke any permit in case it shall determine that the keeping of cows, horses, goats, sheep or swine or other cattle at such place has become a nuisance to persons residing in the vicinity of the place where the same are kept, or whenever the permittee shall violate any of the rules and regulations promulgated or to be promulgated by the Division of Health.
