Within the limits of the Township of Saddle
Brook, no person, firm or corporation shall conduct or carry on the
business of the storage of personal property in a warehouse engaged
in storing goods for hire, or work in, occupy or, directly or indirectly
in any manner whatsoever, utilize any place or premises in which is
conducted or carried on the storage of personal property in a warehouse
engaged in the business of storing goods for hire, unless and until
there shall be granted by the Township Council of the Township of
Saddle Brook in accordance with the terms of this chapter, and shall
be in force and effect, a license to conduct said business for the
place and premises in or at which said business shall be conducted
and carried on.
Said license shall be applied for by written
application filed with the Township Council. Such application shall
set forth the full name and address of the applicant, the kind or
character of personal property to be stored, the location of the place
and premises in or at which the business is to be conducted, the total
area of the ground space thereof and a diagram of the same. Said application
shall also be accompanied by a deposit to cover the license fee (or
the current year in the amount hereinafter provided.

There shall be charged and collected for said
license an annual fee to be computed on the basis or rate of $0.02
for each square foot of the total ground area of the place and premises
in the Township of Saddle Brook in or at which said business is conducted
or carried on. Said license shall expire on January 1 of each year.
Said license fee shall be payable in advance for each year or part
thereof. The Township Council may revoke any such license for sufficient
cause, after notice and hearing.
If perishable goods are stored at said licensed
premises, said place or premises and the manner and conduct of said
business shall in all respects comply with any and all health regulations
required by any federal, state or municipal health authority.
Such licensed place or premises shall at all
times comply with all proper police and fire regulations imposed by
the Township police and fire authorities.
Said business and the place and premises where
conducted shall be subject to reasonable inspection by the police,
fire and health authorities of the Township of Saddle Brook. It shall
be the duty of the Chief of the Fire Department to immediately report
in writing to the Township Council the storage of any flammable or
combustible matter in or at any place or premises licensed hereunder.
Said report shall also include the specific character and quantities
of such material.
Any person, firm or corporation who shall violate
any term or provision of this chapter shall, upon conviction thereof,
be subject to imprisonment in the county jail or in any place provided
by the Township of Saddle Brook for the detention of prisoners, for
a term not exceeding 90 days, or to a fine not exceeding $200, or
both. Any person so convicted may, in the discretion of the Judge
by whom he was convicted, in default of the payment of any fine, be
imprisoned in the county jail or place of detention provided by the
Township of Saddle Brook for any term not exceeding 90 days. There
may issue out of the court of any Judge empowered to impose fines
for the violation of this chapter execution against the goods and
chattels of any person, firm or corporation convicted in such court
or before such Judge. Each day that a violation of any of the terms
or provisions of this chapter shall continue shall constitute a separate
offense.
