Where the Planning Board finds that strict compliance is not requisite in the interest of the public health, safety and general welfare or inappropriate because of inadequacy or lack of connecting facilities adjacent or in proximity to the subdivision with these regulations, it may waive the regulations so that substantial justice may be done and the public interest secured, provided that such violation will not have the effect of nullifying the intent and purpose of the Official Map, Chapter
270, Zoning, the Comprehensive Plan or this chapter. Any such waiver may be subject to appropriate conditions imposed by the Planning Board in the resolution of approval.
