A. All inspection fees shall be set forth in the Consolidated Fee Schedule
maintained in the office of the City Clerk and shall be paid to the
Comptroller of the City of Peekskill for inspection of plumbing work
or installations.
B. All inspection fees shall be paid prior to inspection and shall cover
inspection of all sewer connections, service lines, new work or addition
to plumbing work.

The following requirements shall govern applications
for plumbing permits for proposed plumbing and drainage work in the
City of Peekskill:
A. Except for “ordinary repairs” provided for in Subsection
D below, it shall be unlawful for any person to install or cause to be installed any plumbing or drainage tubing, piping or connections without first obtaining a plumbing permit from the Director of Public Works to do so.

B. An application for a plumbing permit shall include
triplicate drawings of all proposed plumbing and drainage layouts
and triplicate specifications therefor.
C. Amendments. Changes in approved drawings or specifications
must be shown in revised drawings or specifications filed with and
approved by the Director of Public Works before work is commenced.

D. Ordinary repairs. Ordinary repairs or alterations
may be made without filing drawings or specifications, but such repairs
or alterations shall not include cases where more than 10 feet of
new vertical or horizontal lines or soil waste, vent or leader pipes
are proposed to be used. Notice of said repairs or alterations shall
be given to the Director of Public Works before the same are commenced
and approval obtained. Such repairs or alterations shall comply in
all respects with the provisions of the State Uniform Fire Prevention
and Building Code and plumbing standards thereof incorporated herein.

E. Affidavit. Before any plumbing or drainage work is
commenced, the licensed and registered plumber shall sign the drawings
and specifications and make affidavit that he is duly authorized to
proceed with the work.
F. Notice. At least 24 hours' prior notice must be given
to the Director of Public Works before work is commenced.

No plumber shall employ any but competent persons
to do the work herein authorized, and every plumber shall give personal
attention to all work done pursuant to his or her license. All materials
must be of good quality and free from defects.
All street openings shall be enclosed with adequate
barriers so as to safeguard the public from injury or damage.
All public drains or other installations disturbed
by any plumber in the course of his or her work shall be restored
at his or her expense.

No breaking of sewer pipes to make connection
shall be permitted without the approval of the Director of Public
Works. All such connections shall be made with the branch left for
that purpose. When the drain layer has opened the trench and is ready
to make connection, the Director of Public Works shall be notified
and the connection with the main sewer shall be made in the presence
of the representative of the Department of Public Works. The plumber
shall be responsible for any damage to the sewer occasioned by the
making of a connection therewith.

The following requirements shall govern the
material used for sanitary sewers in the City of Peekskill:
A. A public sewer main in the streets shall be constructed
with Blue Brute C-900 or DR14 plastic pipe, Class 50 Ductile Iron
Pipe or the material as approved by the Director of Public Works.

B. A lateral main to the property line or back of the
sidewalk and areas subject to vehicular traffic shall be constructed
with Blue Brute C-900 or DR14 plastic pipe in ten-foot lengths or
extra-heavy cast-iron pipe in five-foot lengths.
C. A lateral from the property line or back of the sidewalk
to a point 24 inches from the building line shall be constructed with
a minimum of SDR 35 plastic pipe in no greater than ten-foot lengths
or extra-heavy cast-iron pipe in ten-foot lengths. Backfill and pipe
bedding shall be as per the pipe manufacturer's specifications or
as approved by the Director of Public Works. Only transition couplings
approved by the pipe manufacturer or the Director of Public Works
shall be acceptable.

D. A house connection from 24 inches beyond the building
line to the interior of the building shall be extra heavy cast-iron
pipe and shall be in accordance with the New York State Uniform Fire
Prevention and Building Code.
E. Sewer pipe diameter. No house sewer shall have an
inside diameter of less than four inches. No City-accepted sewer main
shall have an inside diameter of less than eight inches. All cleanouts
shall be of equal diameter to that of the sewer pipe being serviced.
F. Joints. All pipe joints shall be of the push-on or
Tyton-type and shall be restrained where necessary. Use of a poured
lead joint may be substituted if approved by the Director of Public
Works.

G. Plastic pipe burial depth. All plastic sewer pipe
installed at a depth greater than six feet below ground level shall
be subjected to prior approval from the Director of Public Works,
site conditions and the pipe manufacturer specifications.

A. All duly licensed plumbers shall obtain a written
permit from the Director of Public Works to open and/or excavate in
a street. All fees shall be set forth in the Consolidated Fee Schedule
maintained by the Office of the City Clerk.
B. The money so deposited with the Director of Public
Works shall be used by the City in payment of the restoration of the
street pavement and the surface to its original condition; provided,
however, that should the amount of money required in payment of such
restoration exceed the deposited sum or such greater amount as may
be fixed by the Director of Public Works, the said licensed plumber
obtaining such written permit shall pay the excess upon demand, but
should the amount of money so deposited with the Director of Public
Works in payment of such restoration be more than that required, the
surplus shall be returned.
C. The Board of Water Commissioners and/or any other
municipal City authority, exclusive of the Department of Public Works,
shall obtain a written permit from the Director of Public Works to
open and/or excavate in a street and shall replace all paving and
the surface to its original condition at its/their own cost and expense;
provided further that when concrete base or surface is disturbed,
the slab shall be cut back neatly a distance of 10 inches on each
side of the outer walls of the trench and replaced with reinforced
concrete patch, and all work shall be maintained for a period of 60
days by the permittee.
D. In all cases, the work shall be performed under the
direction and subject to the approval of the Director of Public Works.
All underground drainage pipes within a building
shall be of extra-heavy cast iron.
Whenever copper tubing is authorized under this
chapter or the state code, such copper tubing shall be Type DWV or
better.
