The following documents shall be submitted for
conditional approval:
A. Preliminary layout, legibly drawn in ink or pencil
on tracing paper or cloth, in sheets not exceeding 30 by 40 inches,
at a scale not smaller than 100 feet to the inch and showing:
(1) Proposed subdivision name; acreage; date; North point;
scale; name and address of owner, subdivider and engineer or surveyor;
lot and block number or numbers of the tract being subdivided; and
name of City and county in which the subdivision is located.
(2) Names of owners and property lines of abutting property,
and the names of abutting subdivisions.
(3) Boundaries of the property, easements, building lines,
buildings, watercourses, marshes, rock outcrops, wooded areas, single
trees with a diameter of 12 inches or more and other significant existing
features on the property to be subdivided.
(4) Width and location of any streets or other public
ways or places existing or shown on the Official Map and Comprehensive
Plan within or adjacent to the property to be subdivided.
(5) Location of existing sewers, water mains, culverts,
drains and manholes on the property, with pipe sizes, grades and direction
of flow.
(6) Existing and proposed contours at intervals of two
feet or less, referred to a datum specified by the City Engineer.
(7) Approximate location and dimensions of lots, easements
and public or community areas.
(8) Approximate location of proposed water lines, valves
and hydrants and sanitary sewer lines, with profiles indicating connections
with existing lines, or alternate means of water supply or sewage
disposal and treatment as provided in §§ 1115 to 1118
of the Public Health Law.
(9) Storm drainage plan showing approximate location of
proposed storm sewer lines, bridges and culverts and the preliminary
design of said bridges and culverts.
(11) Cross sections and profiles indicating grades of proposed
streets, showing width of roadway, location and width of sidewalks
and location and size of utility lines.
(12) Zoning districts in and adjacent to the property to
be subdivided.
B. When the application covers only a part of the applicant's
entire holding, a map of the entire tract, drawn at a scale of not
less than 200 feet to the inch, showing an outline of the platted
area with its proposed street system and the probable future street
system in the remaining portion of the tract.
C. Copy of such covenants or deed restrictions as are
intended to cover all or any part of the tract.
D. Any additional data the Commission determines is necessary
for its consideration of the preliminary layout.
The following documents shall be submitted for
plat approval:
A. Plat, legibly drawn in ink on tracing cloth, in sheets
not exceeding 30 by 40 inches and at a scale not smaller than 50 feet
to the inch. When more than one sheet is required, an additional index
sheet of the same size shall be filed, showing to scale the entire
subdivision with lot and block numbers. The plat shall show:
(1) Subdivision name, date, North point, scale and name
of City and county in which said subdivision is located.
(2) Certification of title showing ownership, name, address
and signature of record owner.
(3) Names of owners and property lines of abutting land.
(4) Seal and license number of a professional engineer
or surveyor and his certification as to the accuracy of the survey
and plat.
(5) Primary control points or descriptions and "ties"
to said control points, to which all dimensions, angles, bearings
and similar data on the plat shall be referred, as directed by the
City Engineer, to enable the immediate determination of the location,
bearing and length of every line shown on the plat and their reproduction
upon the ground. When directed by the City Engineer, "ties" to the
Westchester County Control System shall also be shown.
(6) Boundaries of the property: building or setback lines,
and proposed building when required by the Commission; lines of streets,
lots, reservations, easements and lands to be dedicated to public
use; lengths and bearings of all straight lines; and radii, lengths,
central bearings, tangent distances and radial bearings of all curves.
All lengths shall be in feet and decimals of a foot, and all bearings
shall be given to the nearest 10 seconds unless otherwise specified
by the City Engineer. The error of closure shall not exceed one to
10,000.
(7) Area of each lot in square feet.
(8) Location of all permanent monuments, as specified
by the City Engineer. Monument lines shall have a closure error of
not more than one to 10,000.
(10)
Designation, purpose and area in square feet
of all lands to be dedicated or reserved for public use.
(11)
Notation of dedication to the City of all streets,
public sites or open spaces shown on the plat.
(12)
Construction drawings as required in §
510-19 hereof.
(13)
The signature and seal, including license number,
of a licensed surveyor, professional engineer or landscape architect
licensed to do business in the State of New York attesting as to the
accuracy of all matters contained on the plat.

B. Deeds of cession of streets, rights-of-way, easements
and any land for public use and copies of agreements, covenants or
other documents showing the manner in which areas to be reserved for
the common use of the residents of the subdivision are to be maintained,
all certified as to their legal sufficiency by the Corporation Counsel.
C. Planting plans showing types and location of street
trees.
