The basic form and structure of government provided
in the Home Rule Charter and this Administrative Code is the Council/Manager
form of government. As more fully described in the Home Rule Charter
and this Administrative Code, the legislative powers and functions
of the Borough government shall be vested in and exercised by the
Borough Council. The Borough Manager shall be the chief administrative
officer of the Borough, responsible to the Borough Council for the
administration of all Borough affairs except the Police Department
in which the uniformed services shall be administered by the Mayor
in accord with the Home Rule Charter. Boards and commissions perform
advisory or administrative duties of a continuing nature in specific
areas as designated by this Administrative Code.
The flow of information, policy direction and
activity coordination shall, in the case of administrative matters,
be directed to and/or through the Borough Manager. The flow of information
in the establishment of policy shall always emanate from the Borough
Council to the Borough Manager and administrative and advisory boards,
when applicable.
