[The Borough Council established a retirement
program (the "plan") pursuant to Ord. No. 16-63, adopted 12-11-1963.
Ordinance No. 15-2017, adopted 8-16-2017, provided for the repeal
of said plan in its entirety and replacement of it with the Pension
Plan for Employees of the Borough of West Chester, Amended and Restated
as of January 1, 2016. The entire text of said plan is on file in
the Borough offices, where it is available for inspection.]

of the social security system to all employees and officers of the
Borough of West Chester, through the adoption of Ord. No. 11-68 on
8-14-1968, which provision also authorizes payroll deductions and
appropriation of matching payments by the Borough. The entire text
