The Borough Council of the Borough of West Chester, Chester County, does hereby signify its intention and desire to organize an Authority jointly with the Townships of Westtown, Thornbury (Chester County), Thornbury (Delaware County), Birmingham, West Goshen and East Goshen under the provisions of the Municipal Authorities Act of 1945, as amended.
A. 
The President and Secretary of Borough Council are hereby authorized and directed to execute, on behalf of the borough, Articles of Incorporation for said Authority, which request shall set forth the name of the Authority as the "West Chester Area Joint Refuse Disposal Authority," the names and addresses of the first members of the Board of the Authority and such other facts as may be required as provided by law, with the terms of the members of the Board of the Authority to be set forth as follows:

B. 
The terms of the members of the Board shall be for periods of three (3) years after the expiration of the initial terms above set forth.
The Secretary of the Borough Council is hereby further directed, in conjunction with the Solicitor, to cause a notice of the substance of this chapter, including the substance of the Articles of Incorporation, the proposed filing of the above Articles and such other facts as required by law, to be published once in a newspaper of general circulation in the County of Chester and once in the Chester County Law Reporter as required by the Municipal Authorities Act of 1945, as amended, and to thereafter file, in conjunction with the appropriate authorities of the joint municipalities, Articles of Incorporation, together with necessary proofs of publication and any other appropriate papers, with the Secretary of the Commonwealth and to do all other acts and things necessary or appropriate to effect the incorporation of the aforesaid Authority.
