No person shall grade or change the grade of
a driveway at the intersection of a public way so as to obstruct the
removal of snow, the drainage of water or otherwise cause hazardous
road conditions.
Wherever new construction or alteration is done
on a lot fronting on a public way, no occupancy permit shall be issued
until the Highway Surveyor finds that the grading and drainage of
the intersecting driveway or driveways are adequate and do not obstruct
removal of snow or drainage of water or otherwise cause hazardous
conditions and until the Chief of Police finds that the location of
that driveway is in the safest possible location for pedestrian and
vehicular traffic.
