If any clause, sentence, section, paragraph
or provision of this ordinance or any rule or regulation hereunder
shall be adjudged by a court of competent jurisdiction to be invalid,
such judgment shall not affect, impair or invalidate the remainder
of this ordinance but shall be confined in its operation to the clause,
sentence, section, paragraph or provision or rule or regulation directly
involved in the controversy in which such judgment shall have been
rendered.
This ordinance shall take effect immediately.
