A. 
There is a Town Planning and Zoning Commission of Sykesville, consisting of seven members, including one member of the Town Council that serves ex officio, who shall all reside within the corporate limits of the Town of Sykesville and remain registered voters of the Town for the duration of their terms.
B. 
The Town Council may designate one alternate member to sit on the Planning Commission, who may or may not be a resident of Sykesville. The alternate member shall be expected to attend all meetings of the Commission and is entitled to participate in the meeting, as are the regular members, except in the matter of voting.
C. 
Members of the Planning Commission, including the ex officio member, shall be eligible to vote on any item of the Commission business as to which 1) the member was present for any hearing or other discussion or regarding which the member has reviewed the entire record and 2) for which they have no conflict of interest. In case a regular member is absent or cannot vote, the alternate member shall vote if 1) the alternate was present for any hearing or other discussion or regarding which the alternate has reviewed the entire record and 2) a regular member abstains from the decision or is absent at the time of a decision.
The organization, rules, staff, and finance of said Planning and Zoning Commission shall be established and administered in accordance with Article 66B, Annotated Code of Maryland, and any acts amendatory thereof.
The appointment, removal, term, and compensation of the members shall be in accordance with Article 66B, § 3.01 et seq., of the Annotated Code of Maryland, and any acts amendatory thereof.
The powers and duties of the Planning and Zoning Commission shall be all those set forth and authorized in Article 66B of the Annotated Code of Maryland, as said state law now exists and as it may hereafter be amended from time to time.
Any person or persons jointly or severally aggrieved by any final decision of the Planning and Zoning Commission regarding planning and subdivision controls, or any taxpayer, or any officer, department, board or bureau of the Town of Sykesville may appeal the same to the Board of Appeals of the Town of Sykesville.
