In accordance with the authority conferred by the § 4-111 of the Local Government Article of the Maryland Code, as the same may be amended, replaced, or recodified from time to time, the Town of Sykesville shall be generally exempt from all Carroll County legislation concerning matters with respect to which the Town is lawfully empowered by state law or its own Charter to act. This exemption shall extend to all county legislation currently in existence or as may be passed from time to time. The exemption shall not apply to county legislation that is adopted by the Town by ordinance, and the Town shall not be precluded from entering into a mutual agreement with Carroll County regarding the administration and enforcement of such county legislation within the Town.
