The Board of Trustees shall designate from time to time such portions of waterfront property of the Village of Babylon as it sees fit to be a public dock or docks and shall clearly mark the limits of each public dock by suitable signs or notices posted thereat.
The Board of Trustees shall provide suitable permanent berthings and docking accommodations for all boats, vessels and other watercraft of any kind at the public docks, bulkheads, piers, beaches and other waterfront property of the Village of Babylon, setting aside such portion thereof for this purpose as it sees fit. To the extent that such berthings are available, it shall assign a permanent berthing to each boat for which application shall be made, by written license. It shall make rules and regulations governing such berthings and the loading and unloading thereat permitted. No person shall occupy or obstruct a berthing not regularly assigned to a boat, vessel or other watercraft owned by him.
A. 
At any public dock, bulkhead, pier, beach or other waterfront property of the Village of Babylon not set aside as provided in this chapter no person shall cause or permit any boat, vessel or other watercraft of any kind to remain for a longer period than 12 hours without having first obtained a license therefor from the Board of Trustees.
B. 
The fee for such license shall be as set from time to time by resolution of the Board of Trustees.[1]
