No person shall operate a motor vehicle or tractor upon any sidewalk in Latrobe; nor shall any person operate a motor vehicle upon or across any sidewalk except in order to gain access to or egress from a driveway or alley at such locations where the curb, if such sidewalk is curbed, shall have been properly cut down for the purpose. Any person who shall violate any provision of this section shall, upon conviction thereof, be sentenced to pay a fine of not more than $50 and costs of prosecution or, in default of payment of such fine and costs, to undergo imprisonment for not more than 10 days.
The speed limits for the following streets or highways are hereby established and are set forth in Schedule I (§ 256-47).
Official traffic signals shall be erected (or if heretofore erected are hereby ratified), and traffic shall be directed by such signals at the intersections as set forth in Schedule II (§ 256-48).
One-way highways are hereby established on the streets or highways as set forth in Schedule III (§ 256-49).
Certain intersections are hereby established as stop intersections, and official stop signs shall be erected (or if heretofore erected are hereby ratified) in such a position as to face traffic approaching the second-named highway upon the first-named highway, in the direction or directions hereby established. All vehicles and tractors approaching any such intersection upon the first-named highway, in the direction or directions hereby indicated in each case, shall come to a full stop, within a reasonable distance before entering any such intersection. The intersections are hereby set forth in Schedule IV (§ 256-50).

A. 
Truck routes established. From and after the date of this chapter, truck routes, as hereinafter set forth in Schedule XIV (§ 256-60), be and the same are hereby established. The truck routes herein established shall be the designated routes for all vehicles that have more than one rear axle, including but not limited to tractor trailers and dump trucks. Any other vehicle with only one rear axle shall not be restricted to the designated truck routes. The truck routes established herein are defined as follows:
(1) 
First Ward: For those trucks entering Latrobe from the east (from Route 981) for the purpose of either local deliveries or to pass through the First Ward to exit upon Depot Street in a westerly direction towards Route 30, or for those trucks servicing businesses in the First Ward and intending to exit Latrobe to Route 981, or to exit upon Depot Street to Route 30, the truck route is described in Schedule XIV (§ 256-60), incorporated herein by reference. Any truck making local delivery shall depart the truck route at the closet intersection to the delivery point.

(2) 
Fourth Ward: For those trucks servicing Standard Steel Company, entering or exiting, a partial truck route is defined in Schedule XIV (§ 256-60).
B. 
Penalty for violation. Any vehicle with more than one rear axle which shall not restrict its travel to the designated truck routes, unless the vehicle has departed to make local delivery, shall be in violation of this chapter and shall be subject to an applicable fine as set forth in the Pennsylvania Motor Vehicle Code for violation of restricted or limited access highway. It shall be a defense to any citation for violation if, due to act of emergency or act of God, the vehicle was required to depart the designated truck routes.
C. 
Exempted vehicles. The provisions of this chapter shall not apply to vehicles providing municipal service, including but not limited to sanitation vehicles, fire trucks or vehicles of any contractor providing a service to Latrobe.
D. 
Signage. The truck routes shall be designated and marked according to the provisions of the Pennsylvania Motor Vehicle Code.

The travel upon certain streets within the City of Latrobe by defined vehicles is hereinafter restricted and/or prohibited. The specific streets, restrictions and/or prohibitions and defined vehicles are hereinafter set forth on Schedule XV, § 256-61. Violation of this section shall subject the operator of the vehicle to the fines and penalties set forth in Chapter 256, § 256-10.1B, of the Code of Ordinances of the City of Latrobe.
