The following schedules are hereby made a part of this chapter as the same are designated and applicable to certain sections as contained in each part referred to above. Site 6: Parking Lot F: That lot or parcel of land situate on the south side of Main Street in the 300 block located to the east of Parking Lot G and extending to the northerly side right-of-way of the first alley to the south of Main Street.

Site 7: Parking Lot G: That parcel or lot on the south side of Main Street, generally between Ligonier Street and Parking Lot F, and extending in a southerly direction, irregular in shape, to the north side of Weldon Street (formerly Site 4).

Site 8: Parking Lot H: That lot containing 10,000 square feet, more or less, at the southeast corner of Main Street and Jefferson Street, fronting 100 feet on the south side of Main Street (formerly Sites 1 and 18).

Site 9: Parking Lot I: That lot or parcel fronting 150 feet, more or less, on the south side of Weldon Street and extending in a southerly direction to the north line of Spring Street (formerly Site 5).

Site 10: Downtown Parking Garage: That lot or parcel of ground abutting Weldon Street on the north and Spring Street on the south, located generally between Ligonier Street and Jefferson Street, known as the "Downtown Parking Garage" (formerly Site 8).

Site 11: Professional Building Lot: That certain strip of land fronting on Spring Street and extending in a southerly direction to the first alley south of and parallel to Spring Street, located generally between Ligonier Street and Alexandria Street and known as the "Professional Building Lot" (formerly Site 9).

Site 12: Parking Lot J: That lot or parcel adjacent to Adams Memorial Library, fronting on the north side of Chestnut Street and extending in a northerly direction to the south line of an alley (formerly Site 6).

Site 13: Parking Lot K: That lot or parcel, formerly known as the "Valley Dairy Lot," fronting 65 feet, more or less, on the north line of Chestnut Street, extending northerly to the south line of an alley (formerly Site 7).

Leased Parking System

Site 14: Snyder Leased Lot Downtown: That certain lot or parcel of land situate at the southwesterly corner of Alexandria Street and Main Street, also known as the "Snyder Lot" (formerly Site 17).

Site 15: Gera Leased Lot Downtown: That lot fronting on the northerly side of Spring Street, generally between Ligonier Street and Alexandria Street, known as the "Gera Lot" (formerly Site 10).

Hospital Parking System

Site 16: Hospital Parking Lot No. 1: That lot or parcel of ground, located at the southeasterly corner of a vacated portion of First Avenue (now used as Excela Latrobe Area Hospital entrance) and Joanne Drive (formerly Site 13).

Site 17: Hospital Parking Lot No. 1A: That lot or parcel of ground, located at the northeasterly corner of a vacated portion of First Avenue (now used as Excela Latrobe Area Hospital entrance) and bounded on the north by the south line of East Second Avenue (formerly part of Site 14).

Site 18: Hospital Parking Lot No. 2: That lot or parcel of ground, located at the northwesterly corner of First Avenue and Joanne Drive, extending to the north line of First Avenue and west line of Joanne Drive (formerly part of Site 14).

Site 19: Hospital Parking Lot No. 3: That lot or parcel of ground located on the northwest corner of Taft Street and Tacoma Avenue.

Site 20: Hospital Parking Lot No. 4: That lot or parcel of ground, located on the northeast corner of Second Avenue and Taft Street, and extending from the north line of Second Avenue to the south side of Tacoma Avenue and bordered by the east line of Taft Street (formerly Site 11).

Site 21: Hospital Parking Lot No. 5, Latrobe Hospital Parking Garage: That lot or parcel of land, fronting on the south side of Second Avenue, at the southwest corner of Second Avenue and Polk Street (as renamed), and extending to the north line of First Avenue, in the Hospital area, having erected thereon a parking garage (formerly Site 12).

Site 22: Administration Lot: That lot or parcel of ground, generally located in an easterly direction from the main entrance of Excela Latrobe Hospital, and extending to the south line of Second Avenue.

§ 256-56.1 Schedule XA: Unmetered parking spaces.

Pursuant to 256-22, Identification of metered, unmetered, permit parking and/or special permit parking spaces, Subsection E, the Council of the City of Latrobe does hereby designate as unmetered parking spaces the following:

A. Three unmetered parallel parking spaces to be located on the northerly side of McKinley Avenue, as close to the Latrobe Area Chamber of Commerce Building as possible.

B. Unmetered diagonal parking spaces on the southerly side of River Avenue, between Chambers Street on the east and Unity Street on the west.

C. Off-street unmetered parking spaces designated as dedicated permit parking spaces for residents of the National Church Residence Facility located at the corner of Weldon Street and Ligonier Street: up to 22 unmetered permit parking spaces in the rows of the City parking lot adjacent to the facility. The City Manager shall have the authority to convert unmetered permit parking spaces to metered parking spaces if the same are not required by the residents of the facility in any given month. He shall also have the authority to reverse this process if and when said spaces are needed for residents of the facility on an unmetered permit parking basis.

§ 256-56.2 Schedule XB: On-Street Permit Parking Spaces.

Pursuant to § 256-22, Identification of metered, unmetered, permit parking and/or special permit parking spaces, Subsection F, the Council of the City of Latrobe does hereby designate as on-street paid permit parking spaces the following:

A. Diagonal on-street paid permit parking spaces on the westerly side of Memorial Drive from Chestnut Street on the north to John Street on the south.

§ 256-57 Schedule XI: Parking Rates.

(a) Ten cents: 20 minutes.

(b) Twenty-five cents: 50 minutes.

(c) No nickels accepted.

(2) All short-term meters (orange):

(a) Five cents: six minutes.

(b) Ten cents: 12 minutes.

(c) Twenty-five cents: 30 minutes.

(3) One-half-hour meters, Ligonier Street, between Chestnut Street and Depot Street, and the southerly side of Depot Street, from the parking lot known as "Site 4" to Ligonier Street, only:

(a) Five cents: three minutes.

(b) Ten cents: six minutes.

(c) Twenty-five cents: 15 minutes.

B. Latrobe Area Hospital Parking System, on-street parking and off-street lots, Site Nos. 16 through 22, inclusive:

(1) On-street parking meters: $0.25: 30 minutes.

(2) Off-street parking meters: $0.25: 30 minutes.

(3) Any individual who parks in a designated token parking lot, and who shall not qualify for or receive a token to exit the lot pursuant to the rules and regulations of the hospital, shall pay the sum of $5 for the purchase of a token to permit vehicular exit from the designated token parking lot.

§ 256-58 Schedule XII: Permit Parking Rates.

(4) Special permit parking fee for the Gera Lot and the Snyder Lot established by lease agreements entered into by the Latrobe Parking Authority.

(5) Reserved space (designated surface lots): $45 per month.

(6) Reserved spaces (designated remote surface lots): $25 per month.

(6.1) Regular permit parking pass (unreserved) at remote lots: $15 per month.

To be eligible, customers must provide proof of address and vehicle registration and must be current on payment of City real estate and/or earned income taxes and sanitation billing.

(15) Commercial entities holding an interest in real property in the City of Latrobe, whether through holding title, a lease, or otherwise, may park two vehicles in the top level of the downtown parking garage at a discounted rate of $25 per month, per spot, with said rate to be in effect from April 1 through September 30.

§ 256-59 Schedule XIII: Fines for Illegal Parking.

A. On-street and off-street parking, overtime violation, excluding Latrobe Hospital Parking System. The following schedule of fines shall be applicable to those meters in the on-street and off-street parking system, and any owner or operator of any vehicle parked in violation of the above sections shall be issued a ticket or citation assessing a fine as follows:

(1) For each separate illegal parking violation if paid by 4:00 p.m. on the first business day following the date of issuance of the ticket or citation: $5.

(2) For each separate illegal parking violation if paid after 4:00 p.m. on the first day following the day of issuance of the ticket or citation and before 4:00 p.m. on the third business day from the date of issuance of the ticket or citation: $10.

(3) For each separate illegal parking violation if paid after 4:00 p.m. on the third business day from the date of issuance of the ticket or citation: $30.

(4) Multiple tickets or citations issued within a seventy-two-hour period: $30 per fine exceeding one.

(5) Parking prohibited: $25.

(6) Handicap space: $30.

(7) Permit space: $30.

(8) Fire hydrant: $50.

(9) Over-parked, two-hour zone: $25.

(10) Blocked driveway: $30.

(11) Blocked street/alley: $30.

(12) Intersection yellow line: $25.

(13) Other: $25.

(14) Parking violation for the Fire Lane at the Lincoln Road Shopping Center: $50.

B. R-4 Single-Family Residential and Hospital Zone. The following schedule of fines shall be applicable to those meters in the R-4 Single-Family Residential and Hospital Zone, and any owner or operator of any vehicle parking in violation of the above section shall be issued a ticket or citation assessing a fine as follows:

(1) For each separate illegal parking violation if paid within 24 hours of the time the ticket or citation was issued: $10.

(2) Emergency room only (illegal parking): $30.

(3) Fire lane (illegal parking): $50.

(4) Blocking driveway: $30.

(5) Handicap space or permit space (illegal parking): $30.

(6) Other: $25.

§ 256-60 Schedule XIV: Truck Routes.

In accordance with § 256-10.1, Truck routes, the following truck route wards are designated:

A. First Ward:

(1) Entering the First Ward. The truck route established for those trucks seeking to enter the First Ward from Route 22/Route 981 (east) shall be on Route 981 South (Depot Street) to the intersection with Jefferson Street; thence turning right, or in a northerly direction, onto Jefferson Street. For those trucks seeking entry into the First Ward from US Route 30, trucks shall travel in an easterly direction on Route 981 North which then becomes Main Street; thence turning left onto Jefferson Street and thereafter continuing on Jefferson Street into the First Ward.

(2) Departing the First Ward. For those trucks departing the First Ward in an easterly direction to Route 981, trucks shall travel in a southerly direction on Jefferson Street to Main Street; thence turning left onto Main Street. For those trucks departing the First Ward in a westerly direction toward Route 30, the trucks shall depart in a southerly direction along Jefferson Street; thence turning right onto Route 981 South/Depot Street.

B. Fourth Ward: All trucks entering or exiting Standard Steel Company shall utilize Gertrude Street from Ligonier Street to Jefferson Street extended in a westerly direction and from Jefferson Street extension to Ligonier Street in an easterly direction.

§ 256-61 Schedule XV: Usage Restrictions on Certain Streets.

A. In accordance with § 256-10.2, Usage restrictions on certain streets, the vehicles set forth below are hereby prohibited from traveling upon the street designated thereafter at all times:

B. The vehicles set forth below are restricted in the usage of the street set forth below at all times. The restrictions are, that the class of trucks set forth herein, are permitted to travel only in a northerly direction on Unity Street from the southerly right-of-way line of River Avenue to Lloyd Avenue (State Route 981), and are further prohibited from making a right-hand turn at the stop light at the intersection of Unity Street and Lloyd Avenue (State Route 981). All such trucks must exit in a westerly direction on to Lloyd Avenue (State Route 981).
