The final plat, drainage and road plans and profiles and other supporting documents constitute the material to be submitted to the Planning Board for final approval. After a public hearing and approval by the Planning Board, the final submission, along with the required performance bond, as approved by the Village Board becomes the basis for the construction of the subdivision. The plat must be recorded in the Suffolk County Clerk's office before actual construction may begin.
After obtaining tentative approval by the Planning Board, the developer shall have the drawings and other supporting material prepared by competent professional personnel licensed to do the work as indicated under the various sections. It is recommended that the developer familiarize himself with the latest requirements of the Suffolk County Department of Health, Chapter 197, Zoning, of the Code of the Village of Westhampton Beach, and other pertinent regulatory bodies.
Required final submission shall consist of the following:
A. 
Application for final subdivision approval (PB-2).
B. 
Final filing fee.
C. 
At least two clothbacks, two paper black and white prints and one reproducible print of the final plat, stamped with the approval of the Suffolk County Department of Health and guaranteed to the Village by a licensed engineer or surveyor. Of these prints, one clothback, one paper black and white print and one reproducible print of the final plat will be retained by the Planning Board.
D. 
One cloth-backed, two paper black and white prints and one reproducible print of the final road and drainage plans. All four prints will be retained by the Planning Board.

A final filing fee shall be submitted as part of the final submission. Said fee shall be determined by the Board of Trustees.
Within 30 days after the developer has made his final submission, the Planning Board will hold a public hearing, notice of which shall be advertised at least once in the official newspaper and posted in three prominent places at least five days before such hearing. It shall be the duty of the Village Clerk to notify, by registered mail, return receipt requested, all adjoining property owners, including those whose property lies on the far side of any adjacent road or right-of-way, that such hearing is to be held. Such notice shall be sent not less than five, nor more than 15 days before said public hearing, and it shall be the duty of the subdivider or his agent to give the Planning Board the names and addresses of such property owners. Within 45 days after the public hearing, the Planning Board will approve, approve with modifications or disapprove the final plat.
Prior to obtaining the Planning Board Chairman's signature on the final plat, the developer shall have completed the following:
A. 
Submitted the required performance bond to the Planning Board for checking and forwarding to the Village Board for approval.
B. 
Paid the required inspection fee to the Planning Board.
C. 
Obtained approval of the final road and drainage plans from the Superintendent of Highways or Village Engineer.
The Planning Board approval shall expire 90 days after the date of the Board's resolution authorizing the Chairman to sign the final plat.
The final plat shall be prepared by a licensed land surveyor and shall conform to the following requirements and all other requirements as set forth in § 335 of the New York State Real Property Law:
A. 
The drawing:
(1) 
Size shall be either 18 inches by 20 inches or 36 inches by 20 inches.
(2) 
Scale shall be a minimum of one inch equals 100 feet.
(3) 
Material shall be ink on linen.
B. 
Title block and notations:
(1) 
The North arrow and scale.
(2) 
The name of the subdivision.
(3) 
The location of the subdivision.
(4) 
The name and address of the owner and developer.
(5) 
The zoning district.
(6) 
The exact acreage of the subdivision to the nearest .01 of an acre.
C. 
Key map:
(1) 
The scale shall be one inch equals 600 feet on final plat and shall show all interior subdivision roads and tie line to the nearest intersection on the same side of the road. On a separate sheet to be filed with the Planning Board, a key map is to be provided at a scale of one inch equals 500 feet.
(2) 
Tie to a given point or monument on an established highway.
D. 
Plan:
(1) 
Exact bearings and dimensions of all property lines.
(2) 
Street names as approved by the Planning Board.
(3) 
Lots numbered in consecutive order.
(4) 
Water main locations and sizes or detail of wells approved by the Suffolk County Health Department.
(5) 
Fire hydrants or fire wells.
(6) 
Sanitary waste disposal system as approved by the Suffolk County Department of Health.
(7) 
Two concrete monuments at each street intersection.
E. 
Signed statements:

The final road and drainage plans shall include detail plans of all stormwater drainage facilities, street plans and profiles. These plans are an integral part of the final submission and are the basis for the performance bond estimate and inspection fee. The final road and drainage plans shall be prepared by a licensed professional engineer and shall conform to the following requirements:
A. 
The drawing
(1) 
The size shall be 22 inches by 34 inches or 20 inches by 36 inches.
(2) 
The scale shall be one inch equals 100 feet for the plan.
(3) 
The scale shall be one inch equals 40 feet horizontal and one inch equals four feet vertical feet for the profile.
(4) 
Material shall be ink on linen. Two copies must be furnished to remain the property of the Village of Westhampton Beach.
B. 
The following general notations shall be included:
(1) 
The North arrow and scale.
(2) 
The name of the subdivision.
(3) 
The name, address, license number and seal of the professional engineer who prepared the drawings.
C. 
The following shall be indicated on the plan:
(1) 
Storm sewers.
(a) 
Sizes.
(b) 
Gradients in percent.
(c) 
Invert elevations.
(2) 
Manholes numbered in accordance with design calculations.
(3) 
Catch basins numbered in accordance with design calculations.
(4) 
Concrete headwalls or bulkheading of any kind.
(5) 
Valley gutters.
(6) 
Recharge basin: scale of one inch equals 20 feet.

Special structures, if any.
(8) 
Seepage pools.
(9) 
Contour information shall refer to the United States Coast and Geodetic Survey bench mark to which the contours are related.
D. 
The profile:

Existing and proposed grades.
(2) 
Stationing to conform to the plan.
(3) 
Vertical curve data.
(4) 
Drainage pipes and structures.
E. 
Final design calculations shall be submitted on sheets of 8 1/2 inches by 11 inches in a form acceptable to the Village Engineer or the Superintendent of Public Works and shall be signed by the developer's engineer.
