It is the considered opinion of Borough Council that extension of the Social Security System to employees and officers of the Borough of Morrisville will be of great benefit not only to employees of said Borough by providing that said employees and officers may participate in the provisions of the Old Age and Survivors Insurance System, but will also be of great benefit to said Borough of Morrisville by enabling it to attract and retain in employment the best of personnel and thus increase the efficiency of the government.
The 1951 General Assembly of the Commonwealth of Pennsylvania in regular session having enacted statute known as Act No. 491, which is the Act provided for in § 218 of Public Law 734, 81st Congress, which designates the Secretary of Labor and Industry of the Commonwealth of Pennsylvania to act as the "State Agency" to implement the coverage of employees and officers under said Old Age and Survivors Insurance System, the proper officers of the Borough of Morrisville are hereby authorized and directed to execute and deliver to the State Agency a plan or plans and agreement required under § 6 of the Enabling Act and Social Security Act to extend to the employees and officers of the Borough of Morrisville and do all other necessary acts and deeds to effectuate coverage of employees and officers under the Old Age and Survivors Insurance System.[1]

The Secretary of the Borough of Morrisville is hereby authorized and directed to establish a system of payroll deduction to be matched by payments by the Borough of Morrisville to be made into a Contribution Fund of the Social Security Act through the office of the State Agency and to make charges to this fund or funds from which wage or salary payments are issued to employees and officers of the Borough of Morrisville, said deductions to commence on July 1, 1954. Such payments are to be made in accordance with the provisions of the aforesaid Act of Assembly and regulations promulgated thereunder by the State Agency and the Secretary of Health, Education and Welfare. Such payments which are delinquent shall bear interest at the rate of 1/2 of 1% per month until such time as payments are made.
Appropriation is hereby made from the proper fund or funds of the Borough of Morrisville in the necessary amount to pay into the Contribution Fund as provided in § 4 of the Enabling Act and in accordance with the plan or plans and agreement. Authority is hereby given to the Mayor, the President of Borough Council and to the Borough Secretary of the Borough of Morrisville to enter into an agreement with the State Agency, which agreement shall be in accordance with Act No. 491 and with Paragraph 218 of the Federal Social Security Act, such plans and agreement shall provide that the participation of the Borough of Morrisville shall commence as of July 1, 1954.

Approval is hereby given the Municipal Authority of the Borough of Morrisville so that it may become a participant in the Social Security program and that the benefits of Social Security be extended to its employees. Be it further resolved, that the Social Security agreements about to be entered into between the Municipal Authority of the Borough of Morrisville and the State Agency are hereby approved and that the Municipal Authority of the Borough of Morrisville shall bear all financial expense in relation to the same and establish such system of payroll deductions from salaries of employees as may be necessary to employees' coverage under the Social Security program. Be it further resolved, that a certified copy of this section be delivered to the Municipal Authority of the Borough of Morrisville so that the same may be forwarded to the State Agency as required and that participation in the Social Security program by the Municipal Authority of the Borough of Morrisville shall commence upon the execution of the agreement between the Municipal Authority of the Borough of Morrisville and the State Agency or any other date to which those parties shall agree.
