All persons in the city, when called upon by any police officer or peace officer, shall promptly aid and assist him in the execution of his duties, and whoever shall neglect or refuse to give such aid or assistance shall be subject to the general penalty as provided in Chapter
1, General Provisions, §
1-20 of this Code.
No person shall assist any person in the custody
of any police or peace officer to escape or attempt to escape from
such custody.
There is hereby created a reserve officer corps
in the City of Rice Lake under the supervision of the Chief of Police,
with the following rules and regulations to apply thereto:
A. Employment. The Chief of Police may appoint from time
to time, in accordance with the applicable provisions of the City
Code and rules adopted by the Common Council, from eligible lists
prepared by the Chief of Police, such number of personnel as reserve
policemen as he shall deem necessary, who shall serve without compensation
unless otherwise provided for by the City Council. Reserve policemen
appointed hereunder shall be employees of the city and shall be included
under the city's workmen's compensation program at a compensation
level equivalent to that of a patrolman, regardless of actual compensation
or the lack thereof.
B. Eligibility.
(1) No person shall be eligible for employment as a reserve
policeman who is under 18 years of age and who:
(a) Is not a citizen of the United States;
(b) Is not trustworthy and of good moral character; or
(c) Has, within 10 years of the date of his application
for employment as a reserve policeman, been convicted of a felony
or any offense involving moral turpitude.
(2) The rules of the Police and Fire Conunission are amended
to reflect these eligibility requirements.3 1403
