A. 
The procurement and use of equipment and supplies required by the Chief of Police in the operation of the Police Department, including uniforms, automobile or automobiles for the police work, weapons, etc., shall be prescribed by the Common Council from time to time in accordance with the adopted budget.
B. 
The compensation to be paid police officers for their services, the hours of active duty, rest days, vacation periods and other involvement of their employment shall be such as may be determined by the Common Council in accordance with the union contract in effect. The salaries of the Chief of Police and subordinates shall be fixed by the City Council but shall not be lowered unless recommended by the Police and Fire Commission.

All persons in the city, when called upon by any police officer or peace officer, shall promptly aid and assist him in the execution of his duties, and whoever shall neglect or refuse to give such aid or assistance shall be subject to the general penalty as provided in Chapter 1, General Provisions, § 1-20 of this Code.
No person shall assist any person in the custody of any police or peace officer to escape or attempt to escape from such custody.
A. 
Property which appears to be lost or abandoned, discovered by officers or turned in to the Police Department by citizens, shall be disposed of according to this section.
B. 
Lost and abandoned property will be examined by the Police Department for identifying marks in an attempt to determine the owner. If identifying marks are present, they shall be used by the Police Department to attempt to contact the owner to return the property. If no identifying marks are present, the property shall be turned over to the Police Department's property custodian.
C. 
No police officer shall keep for his or her own use property found in the course of duty or take possession of property during off-duty hours when the discovery was made while on duty.
D. 
The Police Department shall permit citizens to claim lost property if they can provide sufficient proof that they are the rightful owners.
E. 
Pursuant to W.S.A. s. 66.28, the Police Department shall hold an annual auction to dispose of any property which has been abandoned or which remained unclaimed for a period of 30 days after having been taken into possession by the Department. If the property is usable for Department or city operations, the property need not be sold at auction but may become the property of the Department or city.
F. 
No member of the Police Department or any other city employee shall receive any lost, stolen, abandoned or other unclaimed property from the Police Department unless that person receives a written receipt signed by the Chief of Police, a copy of which shall remain at the Police Department.
There is hereby created a reserve officer corps in the City of Rice Lake under the supervision of the Chief of Police, with the following rules and regulations to apply thereto:
A. 
Employment. The Chief of Police may appoint from time to time, in accordance with the applicable provisions of the City Code and rules adopted by the Common Council, from eligible lists prepared by the Chief of Police, such number of personnel as reserve policemen as he shall deem necessary, who shall serve without compensation unless otherwise provided for by the City Council. Reserve policemen appointed hereunder shall be employees of the city and shall be included under the city's workmen's compensation program at a compensation level equivalent to that of a patrolman, regardless of actual compensation or the lack thereof.
B. 
Eligibility.
(1) 
No person shall be eligible for employment as a reserve policeman who is under 18 years of age and who:
(a) 
Is not a citizen of the United States;
(b) 
Is not trustworthy and of good moral character; or
(c) 
Has, within 10 years of the date of his application for employment as a reserve policeman, been convicted of a felony or any offense involving moral turpitude.
(2) 
The rules of the Police and Fire Conunission are amended to reflect these eligibility requirements.3 1403
