The Recreation Committee shall hold regular
monthly meetings at the same time and day of each month in the Municipal
Building as set in its organizational meeting in January. Special
meetings may be called by the Chairman on three days' notice to each
member of the Board; or upon three days' notice to all members signed
by at least two members of the Board. The Committee may make and amend
rules and regulations concerning the conduct of its meetings.
The Recreation Committee shall have the following
powers and duties:
A. To make recommendations to the Mayor and Council concerning
or touching upon the day-to-day operation and administration of the
recreation program of the Borough of Norwood, which recommendation
or recommendations, after study by them, shall be considered by the
Mayor and Council. If the Mayor and Council shall approve of such
recommendation or recommendations or any part thereof, the Board shall
be notified of this approval, and the Board may, in the discretion
of the Mayor and Council, be directed to carry into effect the recommendations
or any approved part thereof.
B. To make recommendations to the Mayor and Council concerning
or touching upon matters of policy affecting the recreation program
for the Borough of Norwood. Such recommendations shall be considered
by the Mayor and Council after a report thereon from the Chairman.
Notice of any action on such recommendation shall be forwarded to
the Committee.
C. To adopt a constitution and/or bylaws governing the
affairs of the Board within 30 days of final passage of this chapter.
However, such constitution and/or bylaws must be approved by a majority
of the Mayor and Council and may only be amended with the approval
of the majority of the Mayor and Council and shall be inoperative
to the extent said constitution and/or bylaws is in conflict with
any provision of any ordinance of the Borough of Norwood or any state
or federal statute.
