It shall be unlawful for any dog to run at large
within the Town of Middletown at any time.

Whoever, being the owner, custodian or possessor
of any dog or dogs, allows the same to run at large during the aforesaid
period shall be fined not less than $25 and costs for the first offense,
not more than $100 and costs for the second offense and not more than
$150 and costs for each offense thereafter. For the purpose of this
section and the penalty herein imposed, each dog of any owner shall
constitute a separate offense.
