A. 
Word usage. Whenever used in this chapter, words used in the singular include the plural and vice versa.
B. 
Definitions. As used in this chapter, the following terms shall have the meanings indicated:
DEPARTMENT
The Town of Huntington Department of Human Services, which shall perform a major function of town government.
DIRECTOR
The Director of the Department of Human Services, who shall be the chief executive officer of the Department.
DEPUTY DIRECTOR
The Deputy Director of the Department of Human Services, who, in the absence of the Director, shall act generally for and in place of the Director.
A. 
There shall be in the Town of Huntington a Department of Human Services. The principal executive officer and administrative head of such Department shall be the Director and shall be appointed by the Town Board for the term fixed by law at such salary as may from time to time be fixed by said Town Board. The Director shall be appointed on the basis of his administrative experience and qualifications for the duties of such office and such additional standards as may be required by the Town Board. The Director shall be the Head of the Department, with power and authority to appoint and remove officers and employees under his jurisdiction in accordance with the Civil Service Law and other applicable laws, except the appointment and removal of the Deputy Director, who shall be appointed and removed by the Town Board.
B. 
The Deputy Director shall perform such duties vested in and imposed upon that office by the provisions of this chapter, by statute or by other lawful authority and, in the absence of the Director, shall act generally in place and instead of the Director.
A. 
The Director shall have such powers as shall be necessary for the proper administration of the Department consistent with applicable provisions of law.
B. 
The Department shall be divided into the following divisions:
(1) 
Division of Human Services.
(2) 
Division of Special Projects.
A. 
The powers and duties of such Divisions therein shall be under the administration, direction and control of the Director, and each of said Divisions shall be supervised by a division head. The Director may, with the approval of the Town Board, establish, consolidate or abolish any Division or Subdivision now existing or hereafter created in the Department.
B. 
The Division of Human Services shall have the following powers and responsibilities:
(1) 
Human services. To administer, manage, develop and promote programs which focus primarily on the economic and human needs of the disadvantaged residents of communities in the town, thereby assisting residents to reach their full economic, educational and occupational potential.
(2) 
Senior citizens. To administer, manage and provide for programs, projects and plans in order to meet the special needs and interests of senior persons residing in the Town of Huntington, to encourage their fuller participation in society, to stimulate community interest and assistance, to foster and promote appropriate recreational activities and to join and associate with other public and private entities and individuals in similar or related efforts.
(3) 
Handicapped. To research and compile data on issues pertinent to handicapped persons, to recommend to the Town Board programs and policies affecting handicapped persons, to assist in implementing the provision of services for handicapped persons pursuant to the policy established by the Town Board and to obtain and disseminate information on existing services to handicapped persons.
(4) 
Women. To cooperate with town agencies to ensure that womens' interests are considered in the formulation of policies, review and recommend legislation and programs to improve opportunities for women and collect and disseminate information on womens' opportunities in the communities of the town.
(5) 
Veterans. To study and analyze the special needs and benefits accorded to resident veterans and their families and coordinate the activities of all town agencies in the provision of services and facilities to them; maintain liaison with other agencies concerned with veterans' affairs; make recommendations to the Town Board to improve benefits to veterans and their families; encourage and assist development of plans for occupational reorientation of resident veterans and inform them of educational, training, retraining, employment and similar services and health and medical and rehabilitation services.
C. 
The Division of Special Projects shall have the following powers and duties:
(1) 
To administer, manage and provide a more effective town emphasis on improvement of services to the citizens; to act as ombudsman in town government for residents of the town; and to r ch and recommend new and improved programs of services which focus on improving suburban life styles.
(2) 
To administer, manage and provide advice and assistance concerning local government matters to town agencies; conduct continuing research in the major areas of local government organization and operations to provide information for the development of town policies relating to government activities and problems and for the development of new programs and techniques to meet local public demands for new and improved services and facilities; to help resolve specific problems of municipal management and organization; to coordinate state, federal, local and private agencies in the evaluation of problems and in the delivery and integration of specific services; and to advise on the coordination of all federal and state suburban grant programs.
(3) 
To act as liaison to historical societies, commissions and organizations in the Town of Huntington; assist in the collection and preservation of various historical records of the town; assist in the coordination of programs conducted at the town arsenal; publish historical material concerning the town; provide historical and genealogical educational services to the public; and prepare and submit an annual report to the appropriate agency of the State of New York, pursuant to law.[1]

No. 7-2001. See now § 52-4C. Former Subsection C(5), regarding the Division's responsibility to act as a liaison with public and private agencies, was repealed 8-29-2000 by L.L. No. 21-2000. Nothing herein contained shall be construed to delegate or transfer any power of the Town Supervisor contained in §§ 29, 52 and 125 of the Town Law of the State of New York or any other powers which may be lawfully exercised by the Supervisor.
The Director may establish, subject to Town Board approval, a schedule of fees to be collected by him for services rendered in connection with the work of his Department and for which he deems it necessary to charge and collect a fee therefor.
