Those provisions set forth in the Vehicle Code of Pennsylvania (75 Pa.C.S.A. § 101 et seq.) governing the operation of motor vehicles on public roads and streets in the Commonwealth of Pennsylvania are hereby adopted by reference, incorporated herein and declared to be applicable to and to govern the flow of traffic and operation of vehicles on the streets or lanes established on the property of Pennsylvania Northern Lights Shoppers City, hereinafter known as the "shopping center," said provisions including, but not being limited to, violations of speeding, reckless driving, driving too fast for conditions, overtaking and passing other vehicles and racing.
A. 
Those intersections of the streets, roadways or lanes in the shopping center presently or in the future designated as stop intersections by the erection of stop signs are, for the purposes of this Article, declared stop intersections.
B. 
It shall be unlawful for the driver or operator of any vehicle, before entering one of the said designated stop intersections, to fail to come to a full stop within a reasonable distance before entering the intersection.
In the event that traffic flows or patterns are established in the shopping center whereby certain lanes are designated one-way, any motorist violating said restrictions shall be subject to fine and penalty as set forth for similar violations under the Vehicle Code of Pennsylvania (75 Pa.C.S.A. § 101 et seq.).
Parking shall be prohibited at all times in the shopping center in locations and areas so indicated by duly erected signs and in those places where prohibited upon public highways as set forth in the Vehicle Code of Pennsylvania (75 Pa.C.S.A. § 101 et seq.).
The Mayor of the Borough of Economy and the police of said Borough are hereby empowered to enforce the aforementioned regulations and to arrest any violators of same on the shopping center premises.
A. 
The Mayor shall have the following powers to regulate traffic and parking temporarily and in times of emergency in the shopping center premises:
(1) 
In the case of fire, flood, storm or other emergency, to establish temporary traffic and parking regulations.
(2) 
In the case of emergency or to facilitate public works or in the case of conduct of processions and public events, to restrict or prohibit parking or traffic in limited areas for reasonable periods of time.
B. 
Such temporary and emergency regulations shall be enforced by the Mayor and the police of the Borough in the same manner as permanent regulations.
