A. 
No vehicular accessway not now in existence to roads maintained by the Town from properties abutting thereto shall be permitted unless written authorization for a specifically described access is obtained from the office of the Town Manager. The Town Manager is hereby authorized to promulgate regulations providing for the procedure to be followed in applying for such accessway and in issuing a permit. A fee as determined by the Town Council shall be charged to cover the cost of each application.

B. 
A permit for an accessway not now existing shall be required for all vehicular access to Town-maintained roads. An accessway shall include private driveways, entrances and exits to and from commercial and industrial establishments, parking areas, subdivisions and other roads intersecting with roads maintained by the Town.

Any person, firm or corporation violating any provision of this article shall be subject to a fine of not more than $100 for each provision violated, and each day that such violation shall continue after notice to the offender shall be deemed a separate offense.

This article has been specifically designated for enforcement by citations issued by designated municipal officers or employees, and the citation hearing procedure established by Chapter 91 of the Farmington Code shall be followed.
The Town is presently maintaining all public highways which it recognizes as public highways and for which it has the responsibility of maintenance. Any highways located within the Town of Farmington which may have been public highways sometime in the past but which are not presently maintained by the Town of Farmington are hereby considered abandoned for highway purposes, and the Town shall not be responsible for maintaining such highways or putting them into proper condition to afford public passage over them.
