The sketch plan initially submitted to the Planning
Board should be based on Tax Map information or some other similarly
accurate base map and should have a scale of not more than 200 feet
to the inch. The sketch plan should show the following information:
A. The words "sketch plan," the proposed name of the
subdivision or resubdivision, the words "Town of Southeast, Putnam
County, New York," the date, the true North point, the graphic scale
and the name(s) and address(es) of the record owner(s), subdivider
and person(s) responsible for preparation of the sketch plan.
B. A location map, at a scale of 2,000 feet to the inch,
showing the boundaries of the proposed subdivision or resubdivision
in relation to existing major streets and other community facilities
which may serve it.
C. An inset map showing that portion of a tract which
is to be subdivided in relation to the entire original tract as it
existed prior to October 10, 1955, and all parcels that have been
taken from said original tract since October 10, 1955 (the date of
adoption of the original Subdivision Regulations). The inset map shall
also show the location of any property contiguous to the tract proposed
to be subdivided or resubdivided that is owned partially or wholly
by the tract owner(s), the subdivider(s), members of the subdivider's
family(ies) or firms in which said owner(s) or subdivider(s) own a
financial interest. The inset map shall be comprised of a copy of
the applicable portion(s) of the Tax Map(s) of the Town reduced to
a scale appropriate for clearly indicating the information required
herein.
D. All existing structures, wooded areas, streams and
other significant physical features within the property to be subdivided
and within 100 feet thereof.
E. Contours at intervals of not more than 10 feet and
based on a datum noted on the sketch plan.
F. Approximate location of wetlands, watercourses and their associated control areas, as defined in Chapter
78.

G. Soil types and approximate soil boundaries and codes
therefor, as reported and shown in the most current issue of the Putnam
County Soil Survey and accompanying soil maps published by the Putnam
County Soil and Water Conservation District.
H. All areas where the ground slope is greater than 15%
but less than 25% and all areas where the ground slope equals or exceeds
25%, with each of the two slope areas so classified to be shown as
distinctly different shaded or cross-hatched areas.
I. Approximate locations of floodways and special flood
hazard areas as shown on the official Flood Insurance Map and Flood
Boundary and Floodway Map as published by the Federal Emergency Management
Agency.
J. If the proposed subdivision or resubdivision is to
be filed in sections, delineation of such sections.
K. Names of all subdivisions immediately adjacent and
names of owners of all adjacent properties as disclosed by the most
recent municipal tax records.
L. The Tax Map sheet, block and lot numbers.
M. The zoning district(s) in which the property proposed
to be subdivided or resubdivided is located.
N. All streets which are mapped or built within 200 feet
of the proposed subdivision or resubdivision.
O. The proposed layout, including pattern of lots (with
approximate dimensions and area of each lot), streets and recreation
areas.
P. A schematic layout (line diagram) of proposed systems
for drainage, public sewerage and public water supply.
Q. All existing restrictions on the use of the property
proposed to be subdivided or resubdivided.
The following documents shall be submitted for
approval:
A. Preliminary plat. The preliminary plat shall be prepared
at a scale of not more than 100 feet to the inch, but preferably not
less than 50 feet to the inch. The size of each sheet shall not be
less than 20 inches by 20 inches nor more than 36 inches by 48 inches,
including a margin for binding of two inches outside of the border
along the left side and a margin of one inch outside of the border
along the remaining sides. When more than one sheet is required, an
additional index sheet of the same size shall be filed showing to
scale, and legibly, the entire subdivision. The preliminary plat shall
show the following information:
(1) The words "preliminary plat" the proposed name of
the subdivision or resubdivision, the words "Town of Southeast, Putnam
County, New York," the date (including revision dates, if any), the
true North point, the graphic scale, the name(s) and address(es) of
the record owner(s) and subdivider(s) and the name and address of
the professional engineer and/or land surveyor licensed to practice
in the State of New York responsible for preparing the plat.
(2) A location map, at a scale of 1,000 feet to the inch,
showing boundaries of the subdivision or resubdivision and the location
of all streets within 2,000 feet of the subdivision or resubdivision.
(3) The name of all subdivisions immediately adjacent
and the names of owners of all adjacent property as disclosed by the
most recent municipal tax records.
(4) Zoning district(s), including exact boundary lines
of district(s) if property proposed to be subdivided or resubdivided
is located in more than one district.
(5) Municipal boundaries, including towns, villages, school
districts, fire districts and special improvement districts.
(6) The location of existing property lines, easements,
streets, parks, recreation areas and open spaces and the names thereof.
(7) The location of existing sanitary sewerage facilities,
water mains and appurtenances, storm drainage facilities, culverts
and bridges, with descriptions as to types, sizes, invert elevations,
grades and directions of flow.
(8) The location of all existing buildings, fences, walls,
rock outcrops, wooded areas and other significant existing features
on and adjacent to the tract to be subdivided.
(9) Contours with intervals of two feet or less as required
by the Planning Board, including elevations of existing roads within
200 feet of the tract boundaries. The contours shall be based on official
Town, county, state or United States bench marks or on a suitable
bench mark approved by the Board, noted and described on the plat.
(10)
The boundaries of all wetlands, watercourses,
water bodies and their associated control areas. (Note: Where such
boundaries become a significant factor in determining the suitability
of the land or any part thereof for subdivision or resubdivision,
the Planning Board may require the subdivider to retain the services
of a certified soil scientist and, if necessary, a botanical expert
to locate and mark such boundaries in the field with consecutively
numbered markers. The boundary markers shall then be located in the
field by the subdivider's licensed surveyor and plotted to scale on
the preliminary plat.)
(11)
Soil types and approximate soil boundaries and
codes therefore, as reported and shown in the most current issue of
the Putnam County Soil Survey and accompanying soil maps published
by the Putnam County Soil and Water Conservation District. (Note:
Where the soil types and soil boundaries become a significant factor
in determining the suitability of the land or any portion thereof
for subdivision or resubdivision, the Planning Board may require the
subdivider to have the soil types and soil boundaries determined and
marked in the field by a certified soil scientist, after which the
subdivider's licensed land surveyor shall locate such markings in
the field and plot them to scale on the preliminary plat.)
(12)
All areas where the ground slope is greater
than 15% but less than 25% and all areas where the ground slope equals
or exceeds 25%, based on the contours and elevations shown on the
preliminary plat, with each of the two slope areas so classified to
be shown as distinctly different shaded or cross-hatched areas.
(13)
Approximate locations of floodways, floodway
fringes and special flood hazard areas as shown on the official Flood
Insurance Rate Map and Flood Boundary and Floodway Map as published
by the Federal Emergency Management Agency.
(14)
If the proposed subdivision or resubdivision
is to be filed in sections, delineation of such sections shall be
shown on the preliminary plat.
(15)
The Tax Map sheet, block and lot numbers of
the property proposed to be subdivided or resubdivided.
(16)
Boundary lines of the subdivision or resubdivision
tract, based on an actual field survey made and certified by a licensed
land surveyor, with complete descriptive data by bearings and distances.
(17)
The proposed lot lines with approximate dimensions
and area of each lot and building setback lines.
(18)
The location, name, width, center-line radius
and tangent distance between curves of all streets or public ways
proposed by the subdivider.
(19)
Stations along roadway center lines at even
fifty-foot intervals.
(20)
The location and approximate dimensions of all
easements required for construction, operation and maintenance of
proposed public improvements and the locations of all points where
rights to discharge stormwater onto adjacent properties will be required.
(21)
The location, dimensions and area of all parcels
of land proposed to be dedicated to public use and the conditions
of such dedication.
(22)
The location and size of proposed storm drainage
facilities. A drainage analysis map shall be submitted with the preliminary
plat showing the tributary watershed area and the downstream area
affected by runoff. A report containing the criteria and computations
used in determining location and size of proposed facilities shall
also be submitted. The drainage analysis map and report shall conform
to the requirements of the Road and Drainage Specifications of the
Town of Southeast.
(23)
The location of all proposed facilities for
public water supply and sewerage facilities, including wells, tanks,
pumping stations, treatment plants, mains, valves, hydrants, manholes
and sanitary sewers.
(24)
Notations concerning all proposed underground
electric, telephone and cable television wires and conduits.
(25)
The location of all proposed sidewalks, including
curb ramps, and street trees.

(26)
If the application covers only a part of the
subdivider's entire holding, a map of the entire tract, drawn at a
scale of not more than 400 feet to the inch, showing an outline of
the plotted area with its proposed streets and indication of the probable
future street system with its grades and drainage in the remaining
portion of the tract and the probable future drainage layout of the
entire tract shall be submitted. The part of the subdivider's entire
holding submitted shall be considered in the light of the entire holding.
B. Site development plan.
(1) A site development plan, prepared by a licensed professional
engineer, shall be submitted to clearly demonstrate the feasibility
of developing each lot in the proposed subdivision or resubdivision,
including but not limited to the feasibility of providing safe vehicular
and pedestrian access to each lot and providing for adequate surface
and subsurface drainage and the feasibility of constructing all proposed
public improvements.
(2) The site development plan shall be comprised of one
or more drawings prepared at a scale of 40 feet to the inch or 50
feet to the inch. The size of the sheet shall be 24 inches by 36 inches,
including a margin for binding of 1 1/2 inches outside of the
border along the left side and a margin of 1/2 inch outside of the
border along the remaining side. The drawings shall be prepared on
polyester drafting film (Mylar or equivalent).
(3) Each drawing shall have the following information
shown in the lower right-hand corner or along the right-hand border:
(a)
A title box, including the words "site development
plan," the name of the proposed subdivision or resubdivision, the
words "Town of Southeast, Putnam County, New York," the date, the
true North point, the graphic scale, the drawing or sheet number (i.e.,
Sheet No. 2 of 4) and the name, address, telephone number and seal
of the professional engineer responsible for preparation of the drawing.
(b)
A revision box, adjacent to the title box, showing
revision dates and items revised.
(4) The site development plan drawings shall show the
following information:
(a)
The proposed location and layout of all streets,
sidewalks, crosswalks and curb ramps, lots, driveways, parks, recreation
areas and open spaces and building setback lines.

(b)
Street center lines, edges of pavement (curblines),
curb cuts, curb ramps and right-of-way lines.

(c)
Stations along the street center line at even
fifty-foot intervals, at each P.C., P.T. and at the intersection of
the center lines of streets.
(d)
The proposed location of all catch basins.
(e)
The proposed location of all culverts and bridges.
(f)
The proposed location of all houses, subsurface
sewage disposal systems, wells and points of discharge of all yard
drains and underdrains (foundation drains, curtain drains and basement
drains).
(g)
The location and boundaries of all wetlands, watercourses and water bodies, determined and shown as required under Subsection
A(10) of this section.
(h)
Contours, both existing and proposed, at two-foot
intervals. (Vertical datum for contours shall be based on official
Town, county, state or federal bench marks or on bench marks approved
by the Planning Board and noted and described on each site development
plan drawing.) Contours shall be shown for all proposed grading, including
grading for streets, driveways, lots, parks, playgrounds, stormwater
detention facilities and ponds. Where the Planning Board deems it
necessary for adequate definition of drainage patterns, contours shall
be shown at intervals of one foot or less.
(i)
The following notes, in a prominent location
on each drawing and printed in bold lettering.

SPECIAL NOTES
|
|
1. Proposed grading contours shown on
the approved site development plan drawings shall not be changed,
and site grading shall be performed as shown by such contours, unless
written permission is obtained to change such contours. For public
improvements, such written permission must be obtained from the Planning
Board or its duly designated representative. For nonpublic improvements,
written permission must be obtained from the Building Inspector of
the Town of Southeast.

|
2. Particular attention shall be given
to collection and conveyance of all concentrated streams of water,
including but not limited to discharges from roof drains, area drains,
yard drains, underdrains (curtain drains, foundation drains and basement
drains) and driveway drainage systems to approved points of disposal
in the street drainage system or into existing natural streams capable
of handling the increased flows from such drains.

C. Design drawings.
(1) Design drawings, prepared by a licensed professional
engineer, shall be submitted for all proposed improvements. The size
of each drawing sheet shall be 24 inches by 36 inches, including a
margin for binding of 1 1/2 inches outside of the border along
the left side and a margin of 1/2 inch outside of the border along
the remaining sides. The drawings shall be prepared on polyester drafting
film (Mylar or equivalent), and each drawing shall have the following
information shown in the lower right-hand corner or along the right-hand
border:
(a)
A title box, including the words "design drawings
for" followed by the name of the proposed subdivision or resubdivision,
the words "Town of Southeast, Putnam County, New York," a title that
clearly and succinctly indicates what is shown on the drawing, the
date, the true North point, the graphic scale, the drawing or sheet
number (i.e., Sheet No. 2 of 3) and the name, address, telephone number
and seal of the professional engineer responsible for preparation
of the drawing.
(b)
A revision box, place adjacent to the title
box, showing revision dates and items revised.
(2) The design drawings shall show plan, profile, cross-section,
elevation and detail views of all proposed improvements, except that
detail views of minor structures included in the Town of Southeast
Road and Drainage Specifications need not be shown if reference is made thereto.
(3) Street plan views shall be drawn to the same scale
as the site development plan drawings. Information shown in the plan
views shall include but is not limited to the following:
(a)
Street center lines, right-of-way lines, edges
and width of pavement and width of right-of-way.
(b)
Property corners at right-of-way lines.
(c)
All horizontal dimensions, angles and radii
required to adequately define the horizontal alignment of each street.
(d)
Stations along the street center lines at even
fifty-foot intervals and at each P.C., P.T. and at intersection of
street center lines.
(e)
The location of all monuments.
(f)
The location of all sidewalks, curbing, curb
cuts, curb ramps and street trees.

(g)
The location and dimensions of all driveways
and driveway curb cuts.
(h)
The location and types of all catch basins,
manholes and erosion-control structures at drainage outlets.
(i)
The location, types, lengths and sizes of all
storm drains, drainage swales, sanitary sewers, building sewers, underdrains
and curtain drains, including points of connection to storm drainage
systems.
(j)
The location, type and dimensions of all bridges
and culverts.
(k)
The location of any stormwater detention basins
and outlet structures.
(l)
The location of all water mains, valves and
valve boxes, hydrants, blowoffs, air release valves and house service
connections and curb stops.
(m)
The location, type and, where applicable, size
of all underground and aboveground electric, gas, telephone and cable
television public utility facilities.
(n)
Lines depicting tops and toes of slopes.
(o)
Top of slope cutoff ditches.
(p)
The locations and dimensions of slope easements,
drainage easements and all other easements required for construction,
operation and maintenance of all proposed improvements.
(q)
The location, identification and dimensions
of major components of proposed public water supply and sewage disposal
facilities.
(4) Street profiles shall be drawn to the same horizontal
scale as the street plan views, and the vertical scale shall be 1/10
of the horizontal scale (i.e., if the horizontal scale is one inch
equals 40 feet, the vertical scale shall be one inch equals four feet).
Information shown on the street profiles shall include but is not
limited to the following:
(a)
Existing ground along the center line of the
street and along the street right-of-way lines.
(b)
Proposed grade along the street center line.
(c)
The location, length and stationing of all vertical
curves, including the stations and elevations at even fifty-foot intervals
at each P.V.C., P.V.I. and P.V.T. and at each high point and low point.
(d)
The stopping sight distance at all vertical
curves.
(e)
The locations, stations, offsets from street
center line and elevations of inverts and top of frame or grate for
all proposed catch basins, drop inlets and manholes.
(f)
The location, type, size, length and invert
elevations of all storm drainpipes and culverts.
(g)
The locations and dimensions of all proposed
bridges, including stream bed elevations, clear width perpendicular
to the longitudinal axis of the stream and clear height from the stream
bed to the lowest point of the underside of the bridge superstructure.
(h)
The location, type, elevation and size, where
applicable, of all underground electric, gas, telephone and cable
television public utility facilities.
(5) Cross-section and detail drawings shall show the following
information to appropriate scales:
(a)
Typical street cross-sections showing character,
width and depth of pavement, base course, subbase course and sidewalks
and offset distance from street center line to streetlights, street
trees, guideposts, guardrailing, fire hydrants, utility poles and
underground pipes, wires and conduits.
(b)
Plans, sections, elevations and details of all
proposed public water supply and sanitary sewerage facilities.
(c)
Plans, sections, elevations and details of all
proposed bridges, culverts, retaining walls and erosion control structures.
(d)
Plans, sections, elevations and details of all
proposed recreational facilities.
D. Outline specifications. Outline specifications shall
be submitted in written form to describe, clearly and succinctly,
all materials and equipment to be incorporated into the proposed improvements.
In the case of roads and drainage, reference can be made to the Road
and Drainage Specifications of the Town of Southeast.
E. Erosion and sediment control plan.
(1) An erosion and sediment control plan shall be submitted by the subdivider, setting forth the provisions to be made and measures to be taken to adequately control and minimize erosion and sedimentation on the site of the proposed subdivision or resubdivision during and after construction of all improvements thereon and to prevent off-site erosion and sedimentation. The erosion and sediment control plan shall be prepared in compliance with Chapter
119, Stormwater Management and Erosion and Sediment Control.

(2) The erosion and sediment control plan shall contain
but not be limited to:
(a)
A narrative describing:
[1]
The proposed land development.
[2]
The schedule for grading and construction activities,
including:
[a] Start and completion dates.
[b] Sequence of grading and construction
activities.
[c] Sequence for installation and/or
application of soil erosion and sediment control measures.
[d] Sequence for final stabilization
of the project site.
[3]
The design criteria for proposed soil erosion
and sediment control measures and stormwater management facilities.
[4]
The construction details for proposed soil erosion
and sediment control measures and stormwater management facilities.
[5]
The installation and/or application procedures
for proposed soil erosion and sediment control measures and stormwater
management facilities.
[6]
The operations and maintenance program for proposed
soil erosion and sediment control measures and stormwater management
facilities.

Whenever it is practical to do so, the narrative
shall be printed on the erosion and sediment control drawing required
herein.
|
(b)
Drawings, prepared on true scale copies (screened
50%), on drafting film (Mylar or equivalent) of the site development
plan drawings, with the title changed from "Site Development Plan"
to "Erosion and Sediment Control Plan." Information shown on the drawings
shall include but not be limited to the following:
[1]
The location of and design details for all proposed
soil erosion and sediment control measures and stormwater management
facilities.
[2]
The sequence of grading and construction activities.
[3]
The sequence for installation and/or application
of soil erosion and sediment control measures.
[4]
The sequence for final stabilization of the
site of the subdivision or resubdivision.
(c)
Any other information deemed necessary and appropriate
by the subdivider or requested by the Planning Board.
(3) The erosion and sediment control plan, including narrative
and drawings, shall be prepared by or under the direction of the professional
engineer responsible for preparation of the preliminary plat and shall
bear his name, address and seal.
(4) In the event that a condition occurs during construction
of proposed improvements that was unforeseen during preparation of
the erosion and sediment control plan, requiring substantive changes
in said plan, written request may be made to the Planning Board or
its duly authorized representative for an amendment of said plan.
The request shall contain but not be limited to a description of the
changes requested, any technical changes necessitated thereby, contingency
control measures or facilities to be installed and maintained, changes
in scheduling and any other information which the subdivider or the
Planning Board or the Planning Board's duly authorized representatives
may deem necessary to a proper consideration of the request for amendment
together, if necessary, with additional maps or drawings.
F. Tree and forest preservation plan.
(1) A plan shall be submitted by the subdivider describing
the existing mix of forest tree species and their approximate height,
age and density. The plan shall include a complete description of
the methods to be used to maximize the preservation of existing healthy
trees and a complete description of the tree-cutting operations proposed
to be undertaken in preparing the site of the subdivision or resubdivision
for any proposed improvements. The plan shall be prepared by persons
who, by virtue of their education, training and experience in forestry,
are specially qualified to prepare such a plan. The plan shall consist
of a written report and shall include such drawings, to appropriate
scales, as may be necessary to fully explain and illustrate the proposed
plan.
(2) The report and any accompanying drawings shall be
identified and titled in essentially the same manner as required elsewhere
in this chapter for the submission of other reports and drawings.
G. Special reports.
(1) The subdivider shall submit such special reports as
the Planning Board may deem necessary to study and determine the feasibility
of any proposed subdivision or resubdivision and proposed or required
improvements therefore. Such special reports may include but are not
limited to the following types:
(a)
Geologic report: where removal of rock or existing
structures by blasting is proposed.
(b)
Hydrogeologic report: when the Planning Board
has reason to believe a significant potential exists for pollution
or detrimental depletion of the groundwater resources may occur due
to the development of the proposed subdivision or resubdivision.
(c)
Soils reports: when the Planning Board is concerned
about the stability of earth slopes in earth cuts and embankments.
(d)
Natural and historic resources reports: when
the Planning Board has reason to believe a significant potential exists
for irreparable harm to existing features of the property proposed
to be developed having significant ecological, natural or historic
values.
(e)
Existing infrastructure evaluation reports:
when the Planning Board has reason to believe that existing infrastructure
facilities, such as roads, bridges, culverts and storm drains, do
not have sufficient capacity to accommodate the increase loadings
that will be imposed on such facilities due to development of the
proposed subdivision or resubdivision.
(2) All such reports shall be prepared by professionals
who, by virtue of their education, training and experience, are specially
qualified to prepare such reports. Such reports shall be based on
existing information supplemented by such field surface and subsurface
investigations as may be required to adequately define the nature
of the problems investigated and the mitigating measures required.
(3) Each such special report shall have a cover sheet
on which the following information shall be shown:
(a)
The words "special report on" followed by a
title that clearly and succinctly identifies the subject matter of
the report.
(b)
The name of the proposed subdivision or resubdivision.
(c)
The date of the report and any revision dates.
(d)
The name and address of the subdivider.
(e)
The name, address, signature and, where applicable,
the seal of the person(s) responsible for preparation of the report.
(4) Each such special report shall be accompanied by a
letter or resume setting forth the credentials of the person(s) responsible
for preparation of the report.
H. A stormwater pollution prevention plan shall be submitted by the subdivider for all land disturbance activities of one acre or greater, setting forth the provisions for controlling stormwater runoff and pollutants from a site during and after construction activities. The stormwater pollution prevention plan shall be prepared in compliance with Chapter
119. Stormwater Management and Erosion and Sediment Control.
