The annual and hourly salary ranges for the officers and employees of the Township are fixed by the annual Salary Ordinance, which is on file in the Office of the Township Clerk, where it may be examined during regular business hours. Where applicable, the effective date is shown on the schedule. Except for the employees or officials holding the titles or positions listed on Schedule A, who are paid annually, all salaries are to be paid weekly on Friday.
Entitlement rules.
A. 
Continuous full-time service. An employee or official shall be deemed to have provided "continuous full-time service" if they shall be currently employed by the Township and shall have for five continuous years prior to the date of entitlement been working a workweek of at least 35 hours.
B. 
Shift status. Any employee or official who currently or who subsequently changes his status from full-time employment to part-time employment, that is, ceases to work a workweek of at least 35 hours, shall not be entitled to longevity benefits.
C. 
Full-time employment. For all employees employed prior to December 31, 1974, and for all non-civil service employees employed subsequent to December 31, 1974, their full-time status shall be determined as of the date when they started to work a workweek of at least 35 hours. For all employees employed subsequent to December 31 1974, whose positions are in the classified service, full-time shall be computed from the date of their permanent certification by civil service.
D. 
Established. Within 45 days from the effective date of this chapter, the Office of Payroll and Personnel shall establish the employment status of each employee employed by the Township of Burlington determining the commencement date of any employee's full-time service with the Township of Burlington. The employee shall agree to such a determination in writing or appeal the determination to the Mayor within 10 days from the date that the employee is requested to acknowledge that the information is correct. The Mayor shall decide the issue within 10 days from the date of appeal, and his determination is appealable to the Department of Personnel in accordance with its rules and regulations.
E. 
Payment, retroactivity and probation. The sums specified under Subsections A and C of this section shall be effective for the year 1975 but shall be paid retroactive to January 1, 1975, on May 16, 1975. Any employee or official who shall become entitled to receive longevity during a calendar year shall have the normal sum prorated for the balance of the calendar year to reflect only the period of entitlement remaining in the year. Any person retiring during the course of the year who is entitled to longevity pay will receive longevity prorated on a monthly basis to the date of retirement.
F. 
Pay. Longevity shall represent a percentage of any employee's or officials base pay as set forth in this chapter, excluding overtime or other special benefits.

B. 
Group insurance plan.
(1) 
The Township shall participate in a health benefits program to provide for hospital, surgical, prevailing fee and major medical benefits coverage. The extent of Township participation shall be limited to the below-listed amounts:

(2) 
Said limits shall only apply to selection of HIP or HMO coverage.
(3) 
The Township shall provide for a self insurance program and will contract with HMO and HIP programs. Any difference in the amount between the Township limit and the quoted premium shall be borne by the employee through payroll deductions, depending upon the plan chosen by the employee, if said difference is greater than the Township's limit. These limits shall also apply to those employees receiving health benefits after retirement for which they will be billed quarterly for any difference between the coverage chosen and the Township's limit.
(4) 
For the life of this contract, the Township limit shall be increased by 1/2 of the average of the cost-of-living percentage as published by the U.S. Department of Labor for the Philadelphia-Southern New Jersey Region for 12 consecutive months prior to January 1 of the preceding year. The plan shall be available for full-time permanent or provisional employees on the first of the month after 30 days of hire, employees hired on 8/14 will be put on benefits as of 10/1.
(5) 
There shall be no changes in the group hospital medical plan or any type of insurance presently maintained and paid by the employer and the employees, except in the case of a new plan that is equivalent or better.
C. 
Longevity pay. Longevity pay will be awarded in accordance with the following formula for those employees hired prior to March 31, 1987.
(1) 
Five years: 2 1/2%.
(2) 
Ten years: 5%.
(3) 
Fifteen years: 7.5%.
(4) 
Twenty years: 10%.
(5) 
Twenty-five years: 12 1/2%.
D. 
Insurance buy-back (waivers).
(1) 
The personnel set forth above shall be subject to the following insurance buy-back (waiver provisions):

(2) 
In the event that employees are married or become married while both are employed by the Township, the Township will only provide health benefits to one of said employees.
(3) 
Said employee as covered under a spouse's health plan shall not be eligible for insurance waiver from January 1, 1994.
E. 
Perfect-attendance incentive.
(1) 
Supervisory and nonsupervisory personnel, with the exception of confidential secretaries, shall be entitled to the following perfect-attendance incentives:
(a) 
One year: $200 savings bond.
(b) 
Two consecutive years: $250 savings bond.
(c) 
Three consecutive years: $300 savings bond.
(2) 
For confidential secretaries, the perfect-attendance incentive shall be as follows:
(a) 
One year: $100 savings bond.
(b) 
Two years: $150 savings bond.
(c) 
Three years: $200 savings bond.
(d) 
Four years: $250 savings bond.
(e) 
Five years: $300 savings bond.
F. 
Clothing allowance. Work shoes shall be provided for all personnel and/or department/office heads where job responsibilities require "field activities." Uniforms, if required by a department, and/or jackets shall be of the same type as issued to blue collar personnel. Clothing allowance shall not be required for confidential secretaries.
G. 
Sick leave accumulation.
(1) 
The employees set forth above in Subsection A shall receive 1/2 day for each day of accumulated sick leave at retirement. Sick leave for the year in which retirement occurs will be prorated, based upon the amount of paid service in a given year. If the said employee is receiving sick pay at the time of retirement, such payments shall cease at the effective retirement date and all remaining sick leave shall be paid in a single payment at 1/2 the regular rate.
(2) 
Any person who was an officer or employee on June 8, 2007, and has accrued supplemental compensation based upon accumulated unused sick leave shall, upon retirement, be eligible to receive for any unused leave not more than the amount so accumulated or not more than $15,000, whichever is greater; or who became an officer or employee after June 8, 2007, and has previously accrued supplemental compensation based upon accumulated unused sick leave shall, upon retirement, be eligible to receive for any unused leave not more than the amount so previously accumulated or not more than $15,000, whichever is greater.

(3) 
Any person hired as an officer or employee after May 21, 2010, may only be paid at the time of retirement supplemental compensation for unused sick leave in an amount not to exceed $15,000 based on the leave credited on the date of retirement.

H. 
Personal leave. The employees set forth above shall be entitled on an annual basis to three paid and two unpaid personal days.
I. 
Annual vacation.
(1) 
Department/office heads, second line management, and supervision shall be entitled to the following annual vacation:
(a) 
After one year: 12 days.
(b) 
After six years: 15 days.
(c) 
After 12 years: 20 days.
(d) 
After 20 years: 25 days.
(2) 
Confidential secretaries and nonsupervisory personnel shall be entitled to the following annual vacation:
(a) 
After one year: 12 days.
(b) 
After seven years: 15 days.
(c) 
After 13 years: 20 days.
(d) 
After 20 years: 25 days.
