The Department of Engineering shall be headed by a director who shall be the Township Engineer and who shall be qualified by education, training and experience. This position may be full-time, but shall be part-time unless otherwise stated. The Township Engineer shall be compensated as provided by the annual Salary Ordinance and as may be otherwise approved by consent of the Council.
The Department of Engineering shall perform all appropriate functions associated with:
A. 
Being engineering advisor to the Mayor, Council and the Business Administrator.
B. 
Preparing or causing to be prepared plans and specifications for public works and improvements undertaken by the Township.
C. 
Supervising the performance of contracts for public works and certifying the amounts due and payable thereunder.
D. 
Maintaining maps, charts, engineering data and records as may be required for the proper and efficient technical administration of public works functions.
All papers, documents, memoranda, reports and other materials relating to the administration of the Department of Engineering shall be and remain the property of the Township. Upon termination of his other service with the Township, the Engineer shall forthwith surrender to his or her successor all such property, together with a written consent to substitution of his or her successor in all engineering matters then pending in which the Township is involved.
The Department of Engineering shall be organized pursuant to plan approved as provided in § 4-9 of this chapter.
