A Highway Safety Committee is hereby established
in accordance with Article 16-A of the Executive Law, enacted as Chapter
620 of the Laws of 1967, to be known and designated as the "City of
Albany Highway Safety Committee."
Such Committee shall coordinate local safety
efforts and local highway safety programs with the State Highway Safety
Program as set forth in Article 16-A of the New York State Executive
Law.
The Committee shall consist of five persons,
the Mayor of the City of Albany, the Commissioner of Buildings, the
Commissioner of Public Works, the Commissioner of Public Safety, and
one Alderman to be appointed by the Mayor. The Mayor shall be Chairman
and shall designate one of the members a Vice Chairman and a Secretary.
The powers of the Committee shall be vested in and exercised by the
majority of the Committee.
The members of the Committee shall serve without
pay for their services needed pursuant to this article.
The Committee shall schedule stated meetings.
Such stated meetings may be attended by any citizen who gives advance
notice of intention to attend to present matters or suggestions for
consideration of the Committee, and further provided that such item
is placed on the agenda of the Committee for discussion at such meeting.
The staff studies and work for the Committee shall be performed by
the staff of the Highway Safety Committee to be appointed by the Mayor.
Staff members shall serve without additional compensation. The Mayor
shall appoint one of the staff members as staff-coordinator. Said
staff members shall attend the meetings of the Highway Safety Committee,
and the staff as a whole shall be responsible for the initiation,
study and report of matters comprehended within its supervision, and
the Committee, when authorized by the Common Council, may engage traffic
engineers or other expert assistants on a consulting basis to supplement
said staff when necessary for effectuation of the Committee's duties.
