The purpose of this legislation is to maximize
opportunities to receive state funding and support for interrelated
activities of historic preservation, recreation, education and economic
development made possible by the state-designated Albany Urban Cultural
Park and foster the coordination of public and private activities
to protect and utilize the City of Albany's unique heritage for sustainable
development and as a legacy for future generations. An Albany Urban
Cultural Park Advisory Committee shall be an ongoing cooperative body
to advise the Mayor and the Common Council to realize this intent.
There shall be and is hereby established an
Albany Urban Cultural Park Advisory Committee to serve as an advisory
body on the implementation and updating of the Albany Urban Cultural
Park Management Plan.
A.Â
The Albany Urban Cultural Park Advisory Committee
shall be composed of 11 citizen voting members; six appointed by the
Mayor and five appointed by the Common Council. The members shall
be residents of the City of Albany who have demonstrated their interest
in the civic, historic, cultural, environmental and/or recreational
aspects of the City and have a commitment to serve. Members shall
serve without compensation.

The members shall be appointed for terms of four years,
except that three of the initial appointments by the Mayor and by
the Common Council shall serve terms of three years.
C.Â
The Mayor, with the consent of the Common Council,
shall designate one of the members as Chairperson.
D.Â
The Commissioners of the Department of General Services,
the Department of Development and Planning and the City Engineer,
or their designees, shall be ex officio, nonvoting members.

Vacancies of voting members shall be filled by the
party making the original appointment for the remainder of the term.
A.Â
The Committee shall meet at least four times annually
to review the implementation of the Albany Urban Cultural Park Advisory
Management Plan and shall consult with City officials and representatives
of nonprofit organizations on ways to coordinate activities and identify
grant development opportunities based on the Management Plan.
B.Â
The Committee shall have the authority to form subcommittees
and seek formal opportunities for public involvement in the development
and management of the Albany Urban Cultural Park.
C.Â
The Committee shall make an annual written report
of its activities and recommendations to the Mayor and Common Council.
The Mayor shall appoint a representative from
the Department of Development and Planning to serve as liaison to
the Committee and provide basic Committee support assistance necessary
for the Committee to carry out its duties. Neither the Committee nor
its members shall incur any costs of expense for or on behalf of or
payable by the City of Albany without the written authorization of
the Mayor.
The Committee shall establish a regular meeting
time to occur at least six times a year. Six voting members shall
constitute a quorum, and the concurring vote of six members shall
be necessary to take official action or adopt any recommendation.
