The Chief of the Department of Fire and Emergency Services and his officers or agents, under the direction of said Chief, or either of them, are hereby empowered at any and all times to enter into all existing buildings, structures and premises and all buildings and structures in course of construction or alteration in the City of Albany for the purpose of ascertaining compliance with or violations of the New York State Uniform Fire Prevention and Building Code, or this Code, or of any other ordinance of the said City.
Any complaint made to the Chief of the Department of Fire and Emergency Services by any citizen that any building, structure or premises is in a dangerous or unsafe condition shall be investigated by said Chief, and if upon investigation the complaint is well founded said Chief shall take action as herein provided.
