A. 
Interchangeability. Words used in the present tense include the future; words in the masculine gender include the feminine and neuter; the singular number includes the plural and the plural the singular.
B. 
Terms defined in other codes. Where terms are not defined in this article and are defined in the building, plumbing or mechanical codes listed in Appendix A,[1] they shall have the same meanings ascribed to them as in those codes.

C. 
Terms not defined. Where terms are not defined through the methods authorized by this section, they shall have their ordinarily accepted meanings such as the context shall imply.
D. 
Parts. Whenever the words "dwelling unit," "multifamily dwelling," "premises," "residential building," "rooming house," "rooming unit" or "structure" are used in this code, they shall be construed as though they were followed by the words "or any part thereof."
Unless otherwise expressly stated, the following terms shall, for the purpose of this code, have the meanings indicated in this article:
BOARD
The Review and Appeals Board described in § 112-10.[1]
ELECTRICAL FIXTURES
All switches, receptacles or devices which are permanently or temporarily connected to the electrical system leading from the electrical service panel.[2]
FAMILY
Shall not mean the functional equivalent of a biologically related family, but shall mean:
A. 
One individual occupying a dwelling unit and maintaining a separate housekeeping unit;
B. 
Two or more persons related by blood or marriage and including adopted or foster children occupying a dwelling unit and using common cooking facilities; or
C. 
Any number of persons living and cooking together as a single housekeeping unit though not related by blood, adoption or marriage.[3]

LICENSE
A document issued by the code official certifying that rental residential property has been inspected and is in compliance with the standards and criteria of this code. Its issuance gives permission to the property holder to rent or let such property or part thereof to another for occupancy.
MAINTENANCE
Acts to repair and other acts to prevent a decline in the condition of grounds, structures and equipment such that the condition does not fall below the standards established by this code and other applicable statutes, codes and ordinances.
MOTEL
A hotel, as defined in this code.[4]
OCCUPANT
Any person living and/or sleeping in a regulated residential property or having actual possession of a space within a regulated residential property.
ONE-FAMILY DWELLING
A structure containing one dwelling unit.[5]
OWNER
Any person who, alone or jointly or severally with others, shall have:
A. 
Legal title to any structure, premises or equipment, with or without accompanying actual possession thereof; or
B. 
Charge, care or control of any structure, premises or equipment, as owner or agent of the owner, or an executor, administrator, trustee or guardian of the estate of the owner. Any such person thus representing the actual owner shall be bound to comply with the provisions of this chapter and of the rules and regulations adopted pursuant thereto, to the same extent as if he were the owner.
PERSON
An individual, corporation, firm, association, partnership or any other group acting as a unit.
PLACARD
The action of the code official of affixing a sign or placard to a structure, premises or equipment which clearly indicates the code official's designation of condemnation.
PLUMBING
The practice, materials and fixtures used in the installation, maintenance, extension and alteration of all piping, fixtures, appliances and appurtenances within the scope of the plumbing code listed in Appendix A.[6]
PLUMBING FIXTURE
A receptacle or device which is either permanently or temporarily connected to the water distribution system of the premises and demands a supply of water therefrom; or discharges used water, liquid-borne waste materials or sewage either directly or indirectly to the drainage system of the premises; or which requires both a water supply connection and a discharge to the drainage system of the premises.[7]
PUBLIC NUISANCE
Includes the following:
A. 
The physical condition or use of any premises, structure or equipment regarded as a public nuisance at common law;
B. 
Any physical condition, use or occupancy of any premises or structure or its appurtenances considered an attractive nuisance to children, including but not limited to abandoned wells, shafts, basements, excavations and unsafe fences or structures;
C. 
Any premises or structure which has unsanitary sewerage or plumbing facilities;
D. 
Any premises or structure designated as unsafe for human habitation or use;
E. 
Any premises or structure which is manifestly capable of being a fire hazard or is manifestly unsafe or unsecured as to endanger life, limb or property;
F. 
Any premises or structure from which the plumbing, heating and/or facilities required by this code have been removed or from which utilities have been disconnected, destroyed, removed or rendered ineffective or the required precautions against trespassers have not been provided;
G. 
Any premises or structure which is unsanitary or which is littered with rubbish or garbage or which has an uncontrolled growth of weeds; or
H. 
Any structure or building that is in a state of dilapidation, deterioration or decay; faulty construction; overcrowded; open, vacant or abandoned; damaged by fire to the extent as not to provide shelter; in danger of collapse or failure; and dangerous to anyone on or near the premises.
REFUSE
All putrescible solids, except body waste of humans, including garbage, rubbish, ashes and dead animals.
REFUSE CONTAINER
A watertight container that is constructed of an approved durable material impervious to rodents that is capable of being serviced without creating unsanitary conditions. Openings into such containers as covers or doors shall be tight-fitting.
REGULATED RESIDENTIAL PROPERTY
All forms of dwelling units, one-family dwellings, two-family dwellings, multifamily dwellings, rooming units and hotel units, whether the same are rental residential properties or owner-occupied. In this code, it does not include those institutions that hold currently valid licenses to operate as health care occupancies.
RENTAL RESIDENTIAL PROPERTY
All forms of dwelling units, one-family dwellings, two-family dwellings, multifamily dwellings, rooming units and hotel units let for occupancy or offered to let for occupancy.
RESIDENTIAL BUILDING
A building in which sleeping accommodations or sleeping accommodations and cooking facilities are provided; except when classified as an institution under the building code listed in Appendix A.[8]
ROOMING HOUSE
Any structure or any part thereof containing one or more rooming units and which may include cooking facilities available to all or some rooming units which are not within a particular rooming unit.[9]
RUBBISH
Combustible and noncombustible waste materials, except garbage. The term shall include paper, rags, cartons, boxes, wood, excelsior, rubber, leather, tree branches, yard trimmings, tin cans, metals, mineral matter, glass crockery, materials from construction or reconstruction or remodeling, the residue from the burning of wood, coal, coke and other combustible materials and dust and other similar materials.
SPACE HEATER
A self-contained, heating appliance of either the circulating type or the radiant type and intended primarily to heat only one room.
STRUCTURE
That which is built or constructed, including without limitation because of enumeration buildings for any occupancy or use whatsoever, fences, signs, billboards, fire escapes, chute escapes, railings, water tanks, towers, open grade steps, sidewalks or stairways, tents or anything erected and framed of component parts which is fastened, anchored or rests on a permanent foundation or on the ground.
TWO-FAMILY DWELLING
A structure containing two dwelling units.[10]
WORKMANLIKE
Whenever the words "workmanlike state of maintenance and repair" are used in this code, they shall mean that such maintenance and repair shall be made in a reasonably skillful manner.
YARD
An open unoccupied space on the same lot with a structure extending along the entire length of street or rear or interior lot line.[11]
