It shall be the duty of any person, engineer, conductor, brakeman or other person in charge of any locomotive, train or railroad equipment to remove the same from the street or alley crossing within 15 minutes from the beginning of its obstruction on any street or alley crossing at grade.
Any person, firm or corporation violating any provision of § 155-1 shall be fined not less than $100 nor more than $600, plus costs, for each offense.
