This chapter shall be administered by the Subdivision Agent.

The Subdivision Agent shall administer and enforce this
chapter consistent with the provisions hereof and the provisions of the Land
Subdivision and Development Act of the Code of Virginia, § 15.2-2240
et seq. The Subdivision Agent shall be responsible for the review, approval
or disapproval of plats and plans and for the inspection of facilities required
by this chapter to be installed and for the receipt of the required fees and
charges.
In the performance of his or her duties, the Subdivision Agent may call
for opinions or decisions, either verbal or written, from others in considering
details of any submitted plat. This authority by the Agent shall have particular
reference to the resident Highway Engineer and the Health Official.
In addition to the regulations herein contained for the platting of
subdivisions, the Subdivision Agent may from time to time, with the approval
of the governing body, establish any reasonable additional administrative
procedures deemed necessary for the proper administration of this chapter.
Any owner or proprietor of any tract of land who subdivides that tract
of land and who violates any of the provisions of this chapter shall be guilty
of a misdemeanor, punishable as a Class 1 misdemeanor, and each day after
the first during which violation shall continue shall constitute a separate
violation.
