From and after the adoption and effective date of this chapter, the Town of Union Vale, together with the Town of LaGrange, shall establish a coordinated assessment program (CAP) and approve and jointly enter into a municipal cooperative agreement between said towns pursuant to §§ 576 and 579 of the Real Property Tax Law and Article 5-G of the General Municipal Law. Said agreement is the type described in § 579(2)(b) of the Real Property Tax Law as "Coordinated assessment programs without direct County involvement."
A. 
The Supervisor of the Town of Union Vale is hereby empowered to enter into an agreement with the Town of LaGrange pursuant to §§ 576 and 579 of the Real Property Tax Law providing that one Assessor shall be appointed to hold the office of Assessor in all the participating assessing units in the coordinated assessment program.
B. 
Such cooperative assessment agreement shall provide for the joint conduct of interviews of persons seeking the office of Assessor and that the appointment of the Assessor must be approved by a majority of each participating assessing unit's Town Board.
C. 
Upon the expiration of the term of the appointed Assessor, or in the event the Assessor so appointed resigns or is otherwise unable to remain in office, one individual shall be appointed to succeed him or her.
A. 
Effective with the first assessment roll produced pursuant to the coordinated assessment program (CAP), all real property shall be assessed at the same uniform percentage of value in each assessing unit participating in the coordinated assessment program throughout the term of this cooperative assessment agreement.
B. 
The date applicable to the assessment process in each town, including taxable status date, and the date for the filing of the tentative and final assessment rolls, shall be the same for each town.
