Hereafter, when any street in the City of North
Tonawanda shall have been ordered paved or repaved, such paving work
shall not be commenced until all sewer pipes, gas pipes, water pipes
or other pipes which shall be ordered laid or imbedded in said street
where such pavement is to be made shall have been completed and the
backfilling in the trenches made for such purposes shall have been
completed and been so completed for a period of 90 days, and it shall
be unlawful for any contractor or person doing such paving work to
commence the construction of the same until such period has elapsed.
