There is hereby established a special lighting district to be known and designated as "Special Lighting District No. 1," City of North Tonawanda, New York, bounded and designated as follows:
Cambridge, east side, from Ruie to Deerfield.
Woodbury, north and south sides, from Cambridge to Abington.
Ohio, north and south sides, from Cambridge to No. 815 Ohio.
Deerfield, north and south sides, from Cambridge to house No. 886.
Meadowbrook and Abington, north and south sides, to Fairmont.
Westbrook and Fairfax, north and south sides, to Sun Valley.
Sun Valley and Greenbriar, northwest sides, to Fairmont.
Abington and Ruie, east and west sides, to Toellner.
Fairfax and Meadowbrook, east and west sides, to Toellner.
Greenbriar and Westbrook, east and west sides, to Fairmont.
Brookfield and Westbrook, east and west sides, to Sun Valley.
All of Sun Valley Court.

Deerfield Drive from Cambridge to Nask Road.
Vanderbilt Avenue from Deerfield Drive to Ruie Road.
Half Moon Court and the west side of Cambridge from Deerfield Drive to Ruie Road.

Vanderbilt Avenue from Deerfield to Westwood.

Wurlitzer Drive from Nash to the Penn Central Railroad.
Meadowbrook Drive from Cambridge to Abington.

Saybrook Avenue from Lexington to Westwood.

Fairmont Avenue from Deerfield to Wurlitzer.
Light standards in such district shall consist of fourteen-foot aluminum standards with necessary lighting elements constructed therein by the Niagara Mohawk Power Corporation.
The cost of installation of such lighting standards and any necessary equipment and facilities connected therewith shall be charged to the owners of real property included within the boundaries of said lighting district. Such charge of the apportionment thereof shall be made by dividing the total amount of such construction and installation by the number of subdivision lots included in such district.
When such construction has been completed and the total cost therefor computed and determined, the City Assessor shall prepare a special assessment roll showing the amount of the assessment chargeable to each parcel of real property included in such district and shall submit the same to the Common Council for its approval. Such roll shall also include the assessment for streetlighting services for the months of July 1961 through and including December 1961, to be apportioned in the same manner.
The Common Council, if it approves such special assessment roll, shall direct the City Attorney to prepare the necessary warrant for the collection of same. When such roll shall have been delivered to the City Treasurer, he shall proceed to collect and enforce the same as provided in the Charter of the City of North Tonawanda for the collection of special assessments.
At the time of the preparation of the city tax rolls each year, and collection thereof, there shall hereafter be included an item for streetlighting purposes for the calendar year for which the annual city tax is being levied, for each parcel of real property included in this special lighting district, which shall be computed as above provided. Such assessment shall be levied and collected annually thereafter in the same manner as the general city tax.
The provisions of the City Charter for the collection and enforcement of general city taxes and special assessments and for the collection of delinquencies therein shall apply also to the collection and enforcement of the various assessments herein provided for in this special lighting district. The assessment for the construction of such facilities and the annual service charges therefor shall be and become a lien upon the parcels of real property included in such lighting district as any other general city charge or special assessment charge.

To include the north and south sides of Bowen Drive West and Bowen Drive East up to and including the curves, and the east and west sides of Bowen Drive West and Bowen Drive East beyond the curves to their present termini.
Light standards in such district shall consist of fourteen-foot wrought-iron-appearance standards with the necessary lighting elements constructed therein by the Niagara Mohawk Power Corporation.
The cost of installation of such lighting standards and any necessary equipment and facilities connected therewith shall be charged to the owners of real property included within the boundaries of said lighting district.
