It is hereby declared and found that the business of operating or conducting
a coin-operated-machine establishment for washing and/or drying of clothes
and other fabric products affects the public interest and therefore should
be subject to supervision and administrative control for the purpose of safeguarding
the public against damage, harm and injury resulting from the operation of
such business.
