The Department of Public Works is hereby authorized and empowered to remove and impound any vehicle that is:
A. 
Parked or abandoned on any highway or in any municipal parking lot within this Village during a snowstorm, flood, fire or other public emergency which affects that portion of the highway or municipal parking lot upon which said vehicle is parked or abandoned.
B. 
Found unattended on any highway or in any municipal parking lot within this Village where such vehicle is an obstruction to traffic.
C. 
Parked or abandoned on any highway or in any municipal parking lot within this Village where stopping, standing or parking is prohibited or is in violation of the provisions of this chapter.
D. 
Parked in Municipal Parking Lot No. 1 (Scally Place Parking Field) in a space designated by sign for permit parking only, without a valid parking permit issued by this village, pursuant to Article IV of this chapter, displayed and affixed to such vehicle in the manner specified by the Commissioner of Police and Public Safety.
After removal of any vehicle as provided in this article, the Department of Public Works may store such vehicle in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the Village Clerk of the amount of all expenses actually and necessarily incurred in effecting such removal, together with such charges as may have accrued as a result of storage of the vehicle, the Board of Trustees hereby is authorized to fix, by resolution, from time to time, the charges for such removal, impounding and storage of vehicles, including towing charges, storage and administrative costs.
The Department of Public Works shall, without delay, report to the Village Clerk the removal and the disposition of any vehicle removed as provided in this article; and it shall be the duty of Village Clerk to ascertain, to the extent possible, the owner of the vehicle or person having same in charge, and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem same.
