A. 
Identification required. Training vehicles to bear signs. All training vehicles shall have painted on each side, in letters not less than two inches high, the words "Student Driver Training" and a white sign bearing the same words in black letters at least three inches high shall be displayed upon the front and rear bumpers of each such vehicles.
B. 
Dual controls required. All training vehicles shall be equipped with dual controls which enable the instructor to steer or stop the car.
C. 
Penalties. It shall be a violation of the provisions of this section:
(1) 
For any person to drive or to cause or permit to be driven upon any highways as a training vehicle any training vehicle which he owns or controls and which does not conform to the requirements of this section.
(2) 
For any person to give instruction for hire in the driving or operation of a motor vehicle upon any highway in a training vehicle which does not conform to the requirements of this section.

A. 
Penalties for offenses. Every person convicted of a traffic infraction or a violation of any provision of this chapter, except § 237-21, shall be punished by a fine of not more than an amount to be set periodically by the Board of Trustees or by imprisonment for not more than 15 days, or by both such fine and imprisonment.
B. 
Surcharges for conviction or plea of guilty. Whenever proceedings in the Village Justice Court result in a conviction for a violation of Article III, IV, V, VI, or VII of this chapter, there shall be levied a mandatory surcharge, in addition to any sentence required or permitted by law, in an amount set periodically by the Village Board of Trustees.
C. 
Administrative fee for late payments. In the event that a fine is assessed for a conviction (or plea agreement which results in a conviction) of any provision of this chapter and a payment plan is agreed to by the defendant and the people and the defendant fails to pay such fine at the time agreed to, the defendant shall also be assessed a late fee in an amount to be set by the Board of Trustees, per month (or portion thereof) that the payment is late. In the event that the payment plan is split into multiple payments, late fees shall be applied to each individual partial payment which is late. Late fees shall be automatically added to the amount owed, but the Village Justice shall have the power to waive such fee upon application and a showing of unavoidable lateness.
