It shall be unlawful for any person to dump,
leave or abandon upon any public street or highway in the Township
or alongside such public street or highway any garbage, junk, refuse,
debris, brush, cuttings or abandoned articles or to be a party to
such dumping, leaving or abandoning, under the penalties herein provided.

It shall be unlawful for any person to deposit
or to allow to be deposited or to maintain an accumulation of garbage,
junk, refuse, debris, brush, cuttings or abandoned articles, other
than within a covered metal container, upon any property within the
Township of Athens or to be a party to the deposit or maintenance
of such accumulation, under the penalties herein provided, and the
deposit or maintenance of such accumulation of garbage, junk, refuse,
debris, brush, cuttings or abandoned articles within said Township
is hereby expressly declared to be a nuisance.

Any person who violates any of the provisions
of this article shall be guilty of a summary offense. Upon conviction
thereof, such person shall be subject to a fine of not less than $300
nor more than $500.

It is hereby declared unlawful for any person,
partnership or corporation to dump, place, deposit or cause to grow
any obstruction upon any public highway in this Township, including
but not limited to depositing any loose papers, rubbish or waste matter
in or along any public highway or allowing any species of tree or
plant to grow in or along the public highway to a height in excess
of one foot, to construct any structure or building within the limits
of the public highway, to allow any scrapped motor vehicle or parts
thereof to be deposited in the public highway, to make any excavation
in the public highway or to deposit any stones or rocks therein.
Any notice referred to in this article may be
served upon the tenant or occupier of the premises adjacent to the
highway or any part thereof or may be given by posting a written or
printed notice upon some public part of the premises or by mailing
the same to the last known address of the owner or occupier of the
premises immediately adjacent to the highway, at the option of the
Township.

the highway, shall be guilty of a summary offense. Upon conviction
thereof, such person shall be subject to a fine of not less than $300
nor more than $500.
