All contractors and other users, except for certificated public utilities, for whom East Norriton Township, through its Building Inspector, Plumbing Inspector, other employees or through outside sources, provides inspection, location and/or placement services concerning the location or placement of water, electric, gas, communication and other similar utilities or improvements of any nature whatsoever, or who receive other inspection, location and/or placement services, shall, to the extent permitted by law, pay to East Norriton Township its costs and expenses incurred in connection with such services, within 30 days of issuance by East Norriton Township of an invoice therefor.
The costs and expenses of East Norriton Township shall be billed to the contractors and users at the cost thereof to the Township, as either invoiced to East Norriton Township by outside sources or, in the event such charges result from employees' services, at their hourly rate, as determined from time to time by the Board of Supervisors.
