Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
A. 
Every vehicle which is standing or parked on a two-way highway shall be positioned parallel to either the curb or the edge of the highway and in all cases in the direction of authorized traffic movement. The vehicles shall be parked such that the right-hand wheels are within 12 inches of the right-hand curb or, in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder.
B. 
Every vehicle which is standing or parked on a one-way highway shall be positioned parallel to the curb or edge of the highway in the direction of authorized traffic movement. Said vehicle shall be parked so that its wheels are within 12 inches from the curb or, in the absence of a curb, as close as practicable to the shoulder of the road.
C. 
No person shall park a vehicle at any time within the Township of East Norriton in such a way that any part of such vehicle:

(1) 
Is located within 15 feet of a fire hydrant;
(2) 
Is located on a public sidewalk;
(3) 
Is located in a designated fire zone;
(4) 
Is located within 20 feet of an intersection;
(5) 
Blocks or impedes ingress or egress from a public or private driveway;
(6) 
Is located within a designated handicap only parking space;
(7) 
Is located within a pedestrian crosswalk; or
(8) 
Blocks or impedes the flow of traffic in any way.
A. 
No commercial equipment, including but not limited to trucks, tandems (in excess of one ton capacity), tractor-trailers, tractors or other commercial construction or cargo-moving vehicles or equipment, shall be parked upon any highway or street within the Township of East Norriton. Furthermore, no commercial equipment as described in this subsection shall be parked or stored upon any highway or street in the Township of East Norriton after completion of the working day.
B. 
The following are exceptions to the restrictions set forth in this section:
(1) 
Any commercial equipment described in this section may legally park for the purpose of delivering goods or rendering services during the normal course of business, provided that such vehicle does not substantially impede the flow of vehicular traffic.
(2) 
Vehicles being used for the purpose of road construction shall be permitted to park, stand or stop on any highway or street within the Township of East Norriton when construction is in progress upon said highway or street.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XII (§ 196-53), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XIII (§ 196-54), attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 196-55), attached to and made a part of this chapter, during the hours specified in said schedule, on any day except Saturdays, Sundays and holidays.
No person shall park a vehicle or allow the same to remain parked upon any of the streets or parts of streets described in Schedule XV (§ 196-56), attached to and made a part of this chapter, between the hours specified, for longer than the time indicated in said schedule.
It shall be unlawful for any person to park any vehicle or to allow the same to remain parked in any special purpose parking zone established in Schedule XVI (§ 196-57), attached to and made a part of this chapter, except as specifically provided for such zone.

Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not more than $30 and costs; provided, however, that it shall be the duty of the police officers and of parking enforcement personnel of the Township to report to the duly authorized law enforcement official all violations of any provision of this article, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he will report to the office of the Chief of Police and pay the sum of $30 (or, if the violation was of § 196-20, Parking of commercial equipment, the sum of $25) within 72 hours after the time of the notice, or if he will forward the sum of $30 (or if the violation was of § 196-20, Parking of commercial equipment, the sum of $25) by regular mail to the office of the Township Police Secretary, postmarked within 72 hours of the violation, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this section.
