Under the provisions of the Pennsylvania Act
of May 2, 1945 (1945 P.L. 382) (53 P.S. § 301 et seq.), the following authorities have been organized and are
operating in the Lancaster area:
A. City of Lancaster Sewer Authority.
B. Lancaster Airport Authority.
C. City of Lancaster Authority.
D. Lancaster Area Refuse Authority.
E. Lancaster Area Sewer Authority.
F. Lancaster Higher Education Authority.
G. Suburban Lancaster Sewer Authority.
Under the Pennsylvania Act of May 24, 1945 (1945
P.L. 991) (35 P.S. § 1701 et seq.), the Lancaster Redevelopment Authority was organized. Ordinance
No. 13-1968 of March 26, 1968, authorized a cooperation agreement
between the city and the Redevelopment Authority.
Under the Pennsylvania Act of May 28, 1937 (1937
P.L. 995) (35 P.S. § 1541 et seq.), the Lancaster Housing Authority was organized. Ordinance
No. 446 of June 27, 1950, as amended by Ordinance No. 453 of September
19, 1950, authorizes a cooperation agreement between the city and
the Lancaster Housing Authority.
Ordinance No. 9-1954 of April 6, 1954, expresses
the intent of the City Council to organize the City of Lancaster Authority.
Ordinance No. 16-1968 of June 11, 1968, extended the term of existence
of the City of Lancaster Authority to 50 years. Ordinance No. 8-1955
of April 12, 1955, directs the conveyance by the city to the City
of Lancaster Authority of the waterworks, water supply work, and that
portion of the water distribution system within the corporate limits.
Ordinance No. 34-1955 of December 27, 1955, directs the conveyance
of that portion of the water distribution system outside of the corporate
limits to the City of Lancaster Authority.
Ordinance No. 31-1954 of November 23, 1954,
signifies the intention to organize, jointly with other Lancaster
County municipalities, the Lancaster Area Incinerator Authority (per
Resolution No. 3-1957, name changed to "Lancaster Area Refuse Authority").
Resolution No. 12-1976 of April 13, 1976, signifies the intent of
the city to withdraw from the Lancaster Area Refuse Authority upon
admission of the County of Lancaster to the Lancaster Area Refuse
Authority.
Ordinance No. 25-1960 of December 20, 1960,
signifies the intent to organize the City of Lancaster Sewer Authority.
Ordinance No. 31-1961 of November 24, 1961, approves the taking over
and operation of the city sewer system by the Sewer Authority. Ordinance
No. 15-1964 of May 27, 1964, creates a Joint Sewer Board under Third
Class City Code Section 3240 with the Townships of Lancaster, West Lampeter and East
Lampeter to act as an advisory and administrative agency in constructing
and operating a sewer system. Ordinance No. 18-1970 signified the
intent of Council to organize the Suburban Lancaster Sewer Authority
jointly with the Townships of Lancaster and West Lampeter. Ordinance
No. 11-1985, adopted July 9, 1985, determines that the city shall
enter into an Agreement of Lease dated July 1, 1985, with the Sewer
Authority. Ordinance No. 12-1985 adopted July 9, 1985, approves a
Termination Agreement, dated July 1, 1985, of a lease dated October
16, 1984, between the city and the Sewer Authority. Ordinance No.
4-1996 adopted June 25, 1996, approves an amendment to the Articles
of Incorporation increasing the term of existence to end April 1,
2046.
Under provisions of the Act of June 5, 1947
(P.L. 458), known as the "Parking Authority Law," its amendments and
supplements, the Council, by Ordinance No. 7-1966, adopted May 10,
1966, signified its intent to organize a Parking Authority. Ordinance
No. 1-1972 of January 31, 1972, authorizes a lease for an initial
term of 40 years between the city as lessee and the Parking Authority
as lessor, whereby the parking facilities will be leased to the city
for operation and use, and also authorizes a management agreement
whereby the city engages the Authority to manage the parking facilities.
Under the provisions of the Industrial Development
Authority Law, Act 102 of August 23, 1967 (P.L. 251), the Council, by Ordinance No. 20-1971, adopted August
16, 1971, signified its intent to create the Lancaster Industrial
Development Authority.
Under provisions of the Municipality Authorities
Act of 1945 (P.L. 382) (53 P.S. § 301 et seq.), the Council, by Resolution No. 34-1977, adopted August
23, 1977, signified its intent to create the Red Rose Transit Authority.
Under the provisions of the Municipality Authorities
Act of 1945 (P.L. 382), the Council, by Ordinance No. 8-1982, adopted
August 24, 1982, signified its intent to organize the Lancaster Higher
Education Authority.

A. The Articles of Amendment of the Authority, as presented
at this meeting of the Council, are hereby approved, and the execution
and filing thereof by the Authority is hereby authorized and directed,
all in compliance with the Act.

B. The Plan of the Lancaster Downtown Investment District
Authority, and the administrative services to be provided thereunder,
the estimated costs thereof and the method of assessment proposed
thereunder, is hereby approved and adopted by the Council of the City.

Under the provisions of the Third Class County
Convention Center Authority Act (December 27, 1994, P.L. 1375, No.
162), the Council, by Ordinance No. 5-1999, signified its intent
to organize an Authority jointly with the City of Lancaster to create
the Lancaster County Convention Center Authority.

The City hereby signifies and expresses its
intention to organize the Lancaster Board of Sanitation under the
Municipality Authorities Act of 1945, Act of May 2, 1945, P.L. 382,
as amended, for the purposes permitted under the 1945 Act. By ordinance
dated September 14, 2004, the dissolution of the Lancaster Board of
Sanitation was authorized.

A. The City
Council of the City of Lancaster hereby signifies its intention and
desire to organize an Authority under the provisions of the Municipality
Authorities Act of 1945 (Act of May 2, 1945, P.L. 382, 53 Pa.C.S.A.
Chapter 56, as from time to time amended) and Article XVIII-C of House
Bill No. 465, Session of 2013.
B. The Mayor of the City of Lancaster is hereby authorized
and directed to execute on behalf of the City of Lancaster Articles
of Incorporation containing the information required by the Act of
May 2, 1945, P.L. 382, and Chapter XVIII-C of House Bill 465, Session
of 2013, naming the Authority as the City of Lancaster Revitalization
and Improvement Zone Authority, establishing the terms of the hereinbelow-designated
board members, directing that the Authority be formed for the purposes
set forth in Article XVIII-C of House Bill No. 465, Session of 2013,
and such other information as may be necessary:
In compliance with the requirements of the Act of May 2, 1945,
P.L. 382, known as the “Municipality Authorities Act of 1945,”
as amended, the municipal authorities of the City of Lancaster, Lancaster
County, Pennsylvania, desiring to incorporate an Authority thereunder,
do hereby certify:
(a) The
name of the Authority is the “City of Lancaster Revitalization
and Improvement Zone Authority.”
