This article shall be known as the "Cruising Ordinance of the City of Lancaster."
For the purpose of this article, the following definitions shall apply:
CRUISING
Driving a motor vehicle on a street past a traffic control point, as designated by the Bureau of Police, more than twice in any two-hour period, between the hours of 7:00 p.m. and 3:30 a.m. The passing of a traffic control point a third time under the aforesaid conditions shall constitute cruising.
DESIGNATED AREA
The area bounded by Liberty Street on the north, Prince Street on the west, Vine Street on the south and Queen Street on the east, or such other areas designated by the Traffic Commission after the completion of appropriate studies supporting such restrictions. The streets within the designated area on which enforcement will occur shall be clearly marked by permanent fixed signs advising the public that the area is subject to regulation under the City Cruising Ordinance.

TRAFFIC CONTROL POINT
A clearly identified reference point within the designated area on a designated street, as determined and marked from time to time by the Bureau of Police.
No person shall cruise within the designated area. For purposes of this section, the person having control and/or ownership of a motor vehicle shall be considered the person cruising, without regard as to whether that person was actually driving the motor vehicle each time it passed the traffic control point. Having control or ownership of a motor vehicle means either the owner of the vehicle as stated on the vehicle registration, if present at the time of the violation, or, if the owner is not present in the vehicle, the person operating the vehicle at the time of the violation of this article.
This article shall not apply to any municipal, emergency, police, fire, ambulance or other governmental vehicle when the same is being operated in an official capacity. In addition, this article shall not apply to any duly licensed public transportation vehicle nor to any vehicle utilized for business and/or commercial purposes.
Any person violating any provision of this article shall, upon conviction, be fined not less than $50 nor more than $600 or shall be imprisoned for not more than 90 days, or both.
