The office of Borough Administrator in and for the Borough of Glassboro is hereby created pursuant to N.J.S.A. 40A:9-136 et seq.
A. 
The Administrator shall be appointed by the Mayor with the advice and consent of the Council.[1]

B. 
The Administrator shall serve at the discretion of the Mayor and Borough Council, provided that he may be removed at any time by a two-thirds vote. The resolution of removal shall become effective three months after its adoption, unless it is given immediate effect. In that case, the Council shall cause to be paid to the Administrator forthwith any unpaid balance of his salary and his salary for the next three calendar months following adoption of the resolution.
C. 
During the absence or disability of the Administrator, he may appoint an Acting Administrator to perform the duties of the office. In the event, however, that the Administrator is absent or disabled for a period of time in excess of one week, the Mayor, with the consent of the Council, may appoint an Acting Administrator to perform said duties.
D. 
On the removal or resignation of the Administrator, the Mayor, with the advice and consent of the Council, may appoint an Acting Administrator to serve until an Administrator is appointed.
A. 
The Administrator shall be paid a salary fixed and adopted by the Borough Council in the Annual Salary Ordinance.[1] He shall receive no additional compensation for other positions whose titles he may hold unless otherwise directed by the governing body by ordinance, but he shall be reimbursed for all necessary expenses incurred in the performance of his duties.

B. 
Unless otherwise provided, no Acting Administrator shall be paid more than his regular salary while serving in such capacity, but he shall be reimbursed for all necessary expenses incurred in the performance of his office. If the Council, by resolution, increases the compensation of the Acting Administrator during his tenure, such increased compensation shall not exceed the maximum salary provided in the Salary Ordinance[2] for the position of Administrator.

A. 
The Administrator shall be appointed on the basis of his executive and administrative qualifications.
B. 
The Administrator need not initially be a resident of the Borough of Glassboro. The Administrator shall be required to reside (i.e., principal place of residence) in the Borough of Glassboro on the first day of the third year of his contract. In the event that the Administrator shall fail to reside (i.e., principal place of residence) in the Borough of Glassboro, then he shall automatically forfeit his office, and the Borough shall be under no further obligation to the Administrator, and the contract shall be declared null and void.
A. 
The Administrator shall be the chief administrative officer of the Borough, responsible to the Mayor and Council for the administration of all Borough affairs, with the following powers and duties. He shall:
(1) 
Perform the general executive and administrative duties which may be necessary and proper for the comprehensive and efficient exercise of the Borough government.
(2) 
Implement and enforce personnel policies and procedures throughout the Borough departments and offices; direct and supervise all departments in consultation with respective department heads and committee chairs; and have the authority to recommend suspensions or removal of all department heads and other employees whose manner of appointment is not otherwise specified by law.
(3) 
Implement, carry out and enforce ordinances, resolutions, motions, policies, specific procedures and directions adopted by the Borough Council pursuant to legislative power, as necessary to exercise fully the executive and administrative powers thereof.
(4) 
Develop and implement formal procedures for the preparation of the annual budget of each department, the Borough's overall annual budget and monthly accountability reports by each department to the Borough Council and develop a report on the Borough infrastructure's future needs.
(5) 
Study and recommend to the Borough Council, with the concurrence of the Borough Chief Financial Officer, a program for investing such funds as temporarily may be in excess of the amount needed to meet Borough obligations.
(6) 
Consolidate labor negotiations with the various unions to equalize package uniformity and negotiate contracts for the Borough as authorized by and subject to approval of the Borough Council and the Borough Attorney.
(7) 
Implement and enforce all terms and conditions of contracts imposed in any statute, public utility franchise, performance bond or other contractual undertaking or obligation and, upon knowledge, call any violation, default or omission to the attention of the Borough Council.
(8) 
Establish and enforce procedures and policies of the Borough and its department for internal communications and public information.
(9) 
Respond to inquiries and complaints concerning Borough business and provide information and assistance in respect thereto.
(10) 
Act as liaison with all governmental agencies with respect to applications for funds and/or services needed or required by the Borough; actively seek and apply for all available grants; and perform such duties as may be required by the Mayor and Council.
(11) 
Act as liaison and oversee the Borough's self-insurance program.
B. 
Supervising authority. Except for the purpose of inquiry, or in the event of an emergency, the Mayor and Council and its members shall deal with the administrative staff solely through the Administrator. Neither the Mayor nor Council nor any member thereof shall give orders to any Borough employee other than those they appoint, except through the Administrator.

A. 
There is hereby created in the Borough of Glassboro the office of the Assistant Borough Administrator, and the title of said office shall be "Assistant Borough Administrator of the Borough of Glassboro."
B. 
The Assistant Borough Administrator shall perform the duties of the office of Borough Administrator in the absence of the Borough Administrator or upon a vacancy in the office of the Borough Administrator or upon the disability of the Borough Administrator and shall perform such other duties and responsibilities as directed by the Borough Administrator.
C. 
The Assistant Borough Administrator may continue to hold and perform the duties of another Borough office.
D. 
The Assistant Borough Administrator shall be appointed by the Mayor with the advice and consent of the Council and shall be subject to all other applicable provisions of Chapter 86 of the Code of the Borough of Glassboro.
E. 
The salary of the Assistant Borough Administrator shall be fixed in the annual Salary Ordinance.[1] He/she will be reimbursed for necessary expenses incurred in the performance of the office. The salary of the Assistant Borough Administrator, together with any other salary or compensation received for any other Borough office or position, shall not exceed the salary established for the Borough Administrator.

F. 
The Assistant Borough Administrator shall be appointed on the basis of his/her executive and administrative qualifications.
G. 
The Assistant Borough Administrator need not be a resident of the Borough of Glassboro.
